The work is one prime contract. Question Deadline 01/13/2026 Questions can be submitted through via mail or email secretary@jtborough.org. Bid security in the amount of 100% of the total bid shall be furnished in accordance with the Instructions to Bidders. The Borough of Jim Thorpe hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. All questions must be submitted , in writing , either to the Assistant Borough Manager /Secretary at secretary@jtborough.org . All questions and responding answers will be forwarded to all bidders who have been sent bid packets . Background/Geographic Location of the Project 3 3. 4. The project involves removal of a series of five partial or full obstructions along Silk Mill Run owned by Jim Thorpe Borough. Silk Mill Run originates on Jim Thorpe Borough property, and flows 2.6 miles to the Lehigh River. The stream is a Cold Water Fishery, and the cold water and woodlands protecting the stream would provide ideal conditions for healthy trout populations and the organisms that serve as a food source for cold water fish. However, there’s a series of five dams (varying in height and condition) that create poor stream conditions for trout and other fish species. The dam height creates a barrier for fish to swim and live upstream. The ponds behind the dam are now filled with sediment and smother any habitat for the macro invertebrate organisms that depend on a cobble and rocky stream bed. The recreational opportunities are severely limited by the sediment filled ponds and the lack of habitat to support healthy trout and other fish species. Removing the dams would eliminate any obstacles for fish to swim upstream and would recreate ideal conditions for fish to reproduce and young trout to take advantage of the spring-fed wooded stream. During the July 9, 2020 Jim ThorpeBorough Council Meeting, the Council approved Wildlands to pursue stream restoration and fish habitat improvement through the removal of five dams along Silk Mill Run on their property
