Sealed proposals will be received for furnishing materials required in the maintenance of the various Road Districts and County of Jasper. Proposals shall be submitted on forms furnished by the County and enclosed in an envelope endorsed "Material Proposal." The contract will be awarded to the lowest responsible bidder without discrimination on the ground of race, color, or national origin. The right is reserved to reject any or all proposals and to waive technicalities. A proposal guarantee in the amount of not less than 5% of the bid, or as provided in Article 102.09 of the Standard Specifications for Road and Bridge Construction, will be required. Where a surety bond is not required, the proposal guarantee of the successful bidder will be held in lieu thereof. Failure to deliver the material within the time specified or to do the work as specified will be considered just cause to forfeit the surety as provided in Article 108.11 of the Standard Specifications.
