*Question Cuttoff Date & Time 7/24/2026 12:00:00 PM (ET) The Williams Street Extension site is located on an approximate 80-acre tract of the land owned by Guignard Associates, LLC, located in downtown Columbia. The site is located adjacent to the Congaree River, necessitating considerations regarding floodplains and potential wetland impacts. Currently, the site is undeveloped and consists of woodlands and open, grass-covered areas. The topography of the site generally slopes from the northeast to the southeast towards the Congaree River. The upper portion of the site is relatively level and transitions over steep terrain, with grades on the order of 7 to 10 percent, to a flood plain area. The existing slope is up to approximately 40 ft. in height at the referenced location. The slope of the existing embankment is on the order of 2H:1V. The FEMA designated 100-YR Flood elevation is at approximately EL 157 ft, which is about 22 ft. above the toe of the embankment adjacent to the flood plain. The project aims to improve safety and connectivity, alleviate traffic congestion, and reduce travel times within the area between the Congaree Rive, Huger Street, Gervais Street, and Blossom Street. This project will facilitate future public access to the river.
