Richland County is seeking electronic bids from qualified licensed contractors to provide new sidewalks in the neighborhoods of Trenholm Acres and New Castle. All answers to inquiries will be posted on online. Richland County is located in the center of South Carolina and covers a total area of 756 square miles. The County surrounds the state capital city of Columbia, which is also the County seat. Established in 1785, the County has grown to become home to just over 400,000 residents, and represents a thriving business, industrial, governmental, and educational center. The County employs approximately 1765 people and operates a general fund budget in excess of $100 million dollars. The County is governed by an 11-member council, which in turn appoints an Administrator to handle daily operations and to provide professional expertise in government management. Under state law, the County is the primary governmental unit for the administration of law enforcement, justice, health, education, taxation, social service, library service, agricultural service, and the maintenance of public records. The SLBE Participation Goal for this project is 22%. Accordingly, the bidder is required to meet the 22% SLBE Participation Goal at the time of bid opening, complete the SLBE Participation Sheet included in this solicitation, and accompany it with his Application for Payment each month. The project shall be Substantially Complete within three hundred and sixty-five (365) days from receipt of the Notice to Proceed. Bidders must be legally qualified under the provisions of the South Carolina Contractors Licensing Law. Bids shall remain valid for one hundred and twenty (120) days after the opening of bids. Bids must be sealed with name and address of the Bidder, Contractor's License Number and accompanied by a bid guaranty of 5 percent (5%) of the amount of the bid either in the form of a bid bond from a surety licensed to do business in the State of South Carolina or a certified check made out to Richland County.
