Richland County is seeking electronic bids from Primary General Contractors to oversee the hiring of licensed and qualified subcontractors for commercial demolition and debris removal services at 2820 Hardscrabble Rd, Columbia, SC 29223. See OpenGov for details. Question Deadline 01/05/2026 at 2:00 PM ET Vendors shall submit all inquiries regarding this bid via the County's eProcurement Portal, located at Online. Procurement Contact Shirley Drayton Contract Analyst drayton.shirley@richlandcountysc.gov The SLBE Goal established for this project is NO VALUE Scope of Services - Air Monitoring Services In accordance with all rules and regulations as established by SC DHES, OSHA and NESHAPs. In accordance with SC DHES guidelines. This includes a visual clearance and Transmission Electron Microscopy (TEM) clearance with a possible variance for Phase Contrast Microscopy (PCM) monitoring since the structures are to be demolished. Asbestos air monitoring will be required during demolition activities if structures are demolished with asbestos in place due to unsafe work conditions. Air monitoring reports must be provided to Richland County Property Maintenance for the demolition to be complete.Scope of Services - Project Design The "Asbestos Project Design" shall be a written plan prepared by a certified asbestos project designer specifying how the asbestos abatement project will be performed (for each property) including, but not limited to, a scope of work and technical specifications. The project design must comply with 40 CFR 763.90 (9) Federal Register and SCDHES regulation including but not limited to DHES R.61-86.1 Section V ASBESTOS PROJECTS/GENERAL INFORMATION.
