Site work for a civil project in Little Ferry, New Jersey. Completed plans call for site work for a water / sewer project.

This Project Consists of Restoration and Mitigation of Power Supply and Plantwide Systems Throughout the Little Ferry Water Pollution Control Facilities. The Proposed Plantwide Scope of Work Includes the Installation of Flood Walls and Flood Barriers, Dry Flood Proofing Wall Apertures, Sealing Pipe Penetrations, Raising and Replacing Existing Electrical Equipment, and Replacing Mechanical Equipment With Submersible Type Equipment Which Are All Better Suited for Future Flooding Conditions. This Work Impacts the Following Locations: Main Pump Buildings No. 1 and 2, Primary Sludge Pumping Stations No. 1 Through 4, Grit Building, Secondary Sludge Pumping Stations No. 1 Through 4, Dewatering Building, Sludge Storage Building, the Control Building, the Administrative Building, Pipe Galleries, and the Lagoon Pumping Station. The Power Supply Flood Mitigation Measures Also Include Elevating, Replacing and Flood Proofing Major Electrical Components and Constructing Elevated Platforms Above the 500 Year Flood Elevation at the Main Switchyard, Main Switchgear Building, Six Critical Substations (No. 1 Through 6), Replacing Existing Feeders, Existing Cables and Existing Duct Banks, Constructing a Second Story on and Reinforcing the Main Switchgear Building, Constructing Parallel Duct Bank, and Performing Other Related Activities Like Installation of Fencing, Gates, Stairs, and Concrete Pads. Bidders Shall Submit With the Bid an Electronic Bid Bond or Electronic Copy of a Bid Bond in the Amount of Ten Percent (10%) of the Total Price Bid, but Not in Excess of $20,000.00, Payable Unconditionally to the Bergen County Utilities Authority, Along With a Certificate (Consent of Surety) With Power of Attorney for the Full Amount of the Bid Price From a Surety Company Authorized to Do Business in the State of New Jersey and Said Surety Will Furnish a Consolidated Performance and Payment Bond in Amounts of 100% of the Successful Bidder's Contract. If the Bidder is to Submit a Certified Check or Cashier Check All Other Documents Must Be Submitted Electronically. Conditional Bonds Shall Be Rejected in Accordance With N.j.a.c. 5:34-5.3(E), an Addendum Will Be Transmitted to the Bidders Through the Euna E-procurement Platform in Lieu of the Method of Delivery Otherwise Required Under New Jersey Law Including N.j.s.a. 40a:11-23. Bidders Shall Comply With the Requirements of N.j.s.a 10:5-31 and N.j.a.c. 17-27 Et Seq. Which Includes Requirement Regarding Affirmative Action. Bidders Shall Comply With the "prevailing Wage Act" N.j.s.a. 34:11-56.25 Et Se. And the Federal Davis Bacon Act. The Contractor Shall Pay the Higher of the State or Federal Wage Rates. This Contract or Subcontract is Expected to Be Funded in Part With Funds From the New Jersey Department of Environmental Protection and the New Jersey Infrastructure. Neither the State of New Jersey, the New Jersey Infrastructure Bank Nor Any of Their Departments, Agencies or Employees is, or Will Be, a Party to This Contract or Subcontract or Any Lower Tier Contract or Subcontract. This Contract or Subcontract is Subject to the Provisions of N.j.a.c. 7:22-3, 4, 5, 9 and 10. The Contractor (Subcontractor) Shall Comply With the Provisions of N.j.s.a. 10:5-2.1 Et Seq., N.j.s.a. 58:11b-26, N.j.a.c. 17:27 Et Seq., N.j.a.c. 7:22-9.1 Et Seq. And N.j.a.c. 7:22-3.17(a)24, 4.17(a)24 6.17(a)24 and 7:22a-2.4(a) for the Participation of Small Business Enterprises Owned and Controlled by Socially and Economically Disadvantaged Individuals (Sed). Successful Bidder Shall Comply With Sed Utilization Plan Prepared by the Owner. N.j.a.c. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22a-2.4(a) Provide That a Goal of Not Less Than 10 Percent Be Established for the Award of Contracts to Small Business Concerns Owned and Controlled by One or More Socially and Economically Disadvantaged Individuals. The Goal of 10% Applies to the Total Amount of All Contracts for Building, Materials, and Equipment, or Services (Including Planning, Design and Building Related Activities) for a Construction Project. The Project Sponsor Has Identified That the Sed Utilization Goal for This Project is Thirteen (13) Percent. Awards Will Be Made Only to Socially and Economically Disadvantaged Business Concerns That Are Certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, New Jersey Transit or Other Agencies Deemed Appropriate by the Office as Eligible Minority Businesses or Female Businesses. The Invitation to Bid is on an Unrestricted Basis Whereby the Successful Bidder Must Fulfill the Sed Utilization Requirements. In Accordance With the Provisions of N.j.s.a. 58:11b-26, N.j.a.c. 7:22-3.17(a)24 and 4:17(a)24, the Contractor (Subcontractor) Shall Comply With All the Provisions of N.j.a.c. 7:22-9. In Accordance With N.j.a.c. 7:22- 3.17(G), All Applicable Surety Bonds Required in Connection With the Advertisement and Award of Building Contracts or Sub-agreements Must Be Written by a Surety Company Listed on the Federal Treasury List (Department Circular 570--surety Companies Acceptable on Federal Bonds), Incorporated Herein by Reference. Any Business Whose Name Appears on the Wall (Workplace Accountability in Labor List) is Prohibited From Public Contracting Under N.j.s.a. 34:1a-1.16, the Law Establishing the Wall - Division of Employer Accounts | the Wall (Workplace Accountability in Labor List). Copies of This Document May Be Obtained From the Department. Bidders Shall Submit an Experience Modification Rating (Emr) for the Two Previous Years With Their Bid.
