**As of February 9th, this project has been awarded to RGC Construction with a bid of $281,670.** Sealed bids are invited for the construction of Ulmer Park Restrooms located at Jefferson Street, Springfield, Georgia. Bidding documents are available for purchase or electronically. Contractors are encouraged to visit the job site before bidding, though a pre-bid meeting is not mandatory. Intent to bid must be communicated by email to the Architect and Owner, including contact information, before the specified deadline to be placed on the bidders list. Only bids from contractors on this list will be accepted. The contract, if awarded, will be on a lump sum basis. No bid may be withdrawn for thirty-five days after the bid opening, except as allowed by Georgia law. Performance and payment bonds, each equal to 100 percent of the contract sum, are required before contract execution. The Owner reserves the right to waive technicalities, to reject any or all bids, or to reject bids over budget. The lowest responsive and responsible bidder within budget is anticipated to be awarded the contract. Evaluation of bidders includes consideration of eligibility status, history of termination or default, financial capacity demonstrated by a current ratio of 1.0 or higher, commitment to safety indicated by an average EMR not exceeding 1.2 over the past three years, and past project performance regarding time, quality, cost, and compliance with obligations. Construction time estimates will also be considered. If all bids exceed the budget, the Owner may supplement the budget or negotiate changes with the lowest responsive and responsible bidder to achieve a cost within the budget.
