Site work and paving for a mixed-use development in Springfield, Georgia. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
Effingham County Board of Commissioners is soliciting sealed proposals for the Phase 2 Development of the Clarence E. Morgan Recreation Complex Effingham County Board of Commissioners is soliciting sealed proposals for the Phase 2 Development of the Clarence E. Morgan Recreation Complex, located at 1750 GA Highway 21 South, Springfield, Georgia. The project will develop approximately 79 acres of currently undeveloped land and includes new baseball fields, multi-use/soccer fields, expanded parking areas, a dog park, a splash pad, pavilions, restrooms, shelters, sidewalks, and a multi-use trail. Associated site work includes drainageimprovements, utility extensions, stormwater ponds, and other supporting infrastructure. All questions must be submitted through the County's eProcurement Portal. Questions are due Tuesday, January 13, 2026. No response will be given to any questions received after Tuesday, January 13, 2026. The responses to all questions will be uploaded to the eProcurement Portal and additional information will be added in the form of an addendum which will be posted on the Effingham County eProcurement Portal by 2:00 pm (Eastern Time) on Tuesday, January 20, 2026. The only official answer or position of Effingham County will be the one stated in writing. Existing Phase 1 Baseball Complex: o 2,854 SY Asphalt Drive and ADA parking lot for Reddick Stadium o 1,200 SY Sidewalks o 3,900 SF Batting Cage area o 13,500 SF Asphalt Basketball Courts o 400 SY Asphalt Parking for Basketball Phase 2 Baseball Complex: o Three 150' Baseball fields o Three 250' Baseball fields o One 300' Baseball field o 2,500 SF Concession and Restroom Building o 5,000 SF Group Shelter (pre-fab) o 8,750 SF Farmer's Market Pavilion (pre-fab) o 3,400 SF Batting Cage area with pre-fab Shelter o 3,000 SY Asphalt Multi-use trail (12 feet wide) o 3,500 SY Sidewalks Phase 2 Parking Expansion o 820 SY Concrete paving for Food Truck Area o 16,000 SY Asphalt Parking Area o 2,000 SY Sidewalks around existing Fishing Pond o 2,000 SF fishing pier (prefab or timber TBD) Dog Park Area o 38,542 SF Mulch/sod Dog Park area with 1,000 LF fencing o 2,100 SY Asphalt Parking Area o 327 SY Sidewalks Multi-Use Field/Soccer Complex and Maintenance Area expansion o Two 6,800 SY Artificial Turf Multi-Use fields o Five 6,800 SY Natural Sodded Multi-Use fields o 12,300 East Asphalt Entrance Road and East/Maintenance Parking o 13,300 West Asphalt Entrance Road and West Parking o 2,500 SF Concession and Restroom Building o 1,800 SF Metal/pre-fab Maintenance Building o Three 1,128 SF Picnic Shelters (pre-fab) o 5,300 SY Sidewalks o The site is level and partially wooded. Wetland areas encompass the east and west property lines. An isolated, 42,000 SF non-jurisdictional wetland is in the center of the proposed baseball complex and is to be filled in.
