Effingham County Board of Commissioners is seeking proposals from qualified firms to provide Construction Manager at Risk (CMAR) services for Phase II of the Effingham Regional Water Supply Facilities. The selected firm will be responsible for pre-construction services, including pre-construction planning, cost estimating, constructability review, subcontractor bidding, and Guaranteed Maximum Price (GMP) development. The work involves constructing a raw water intake on the Savannah River, which will feature a powder activated carbon feed system, a re-oxygenation system, and a conventional water treatment plant. The plant must be capable of treating 12 million gallons per day (MGD), easily high-rated to 14 MGD, and expandable to 24 MGD and 28 MGD with the addition of intermediate ozone and granular activated carbon in the filters. The County reserves the right to reject any or all proposals, waive technicalities, and modify the project scope as needed. Bidders are instructed to submit their proposals according to the detailed instructions provided. If not submitting a proposal, firms should indicate by selecting no-bid.
