The City of Woodland is inviting statements of qualifications and performance information from consulting firms with expertise in Civil and Structural Engineering Design, including Contractor Bid Document Preparation and Selection, for the Davidson Overlay Project. The work involves professional services in connection with, but not limited to, design, permitting, bid documents, and contractor selection. Documentation must meet grant requirements for reimbursement. The project location is Davidson Avenue in Woodland, WA, from Goerig Street west to the BNSF RR crossing, and will consist of grind and overlay, curb and gutter, and striping. Firms should describe their familiarity with municipal infrastructure systems similar to those of the City of Woodland. No specific submittal format is required, but the response should be limited to 10 pages, single sided, and two copies must be submitted. The consultant agreement will be a Local Agency A&E Negotiated Hourly Rate. Services must comply with applicable TIB, WSDOT Local Agency Guidelines, and federal requirements where applicable. Any cost proposals must be in a concealed format and separate from technical/qualifications proposals. There is a voluntary 10% SBE goal. Submittals will be evaluated and ranked based on the following criteria: Qualification of Proposed Project Manager, Qualifications/Expertise of Firm, Ability to meet schedule, Approach to project, Familiarity with WSDOT/FHWA/City standards, Past Performance/References, and Plan for SBE goal, if any.
