The City of Woodland is inviting statements of qualifications and performance information from consulting firms with expertise in civil and structural engineering design for a grant-funded Davidson Overlay Project. Services required include professional engineering work related to design, permitting, preparation of bid documents, and contractor selection. Firms must be able to provide documentation as required by grant terms for reimbursement. The project consists of grind and overlay, curb and gutter, and striping on Davidson Avenue in Woodland, WA, from Goerig Street west to the BNSF Railroad crossing. Qualification and performance statements will be reviewed, and resumes will be accepted but are not required. Firms should describe their familiarity with municipal infrastructure systems similar to those of the City of Woodland. The submittal is limited to 10 single-sided pages; two copies are required. Cost proposals must be submitted separately and will not be considered during evaluation. Consultant services must comply with relevant TIB, WSDOT local agency guidelines, and federal requirements where applicable. Submittals will be evaluated and ranked based on qualifications of the proposed project manager, firm expertise, ability to meet schedule, project approach, familiarity with WSDOT/FHWA/City standards, past performance/references, and plan for SBE goal if any. The City reserves the right to retain consultant services for future project phases, to amend RFQ terms, to circulate addenda, or to withdraw the RFQ at any time.
