All questions about the meaning or intent of the Bid Documents must be submitted to the City Procure Ware website by 2:00 PM February 11, 2026. Lead Hazard Reduction & Healthy Homes Intervention at 27 Norton St, Waterbury, CT. Bidding is open for this project. Instructions to bidders include logging in to register for Bid Events and to view Bid Question and Response information. The City will issue written clarifications or interpretations by Addenda online at the City of Waterbury ProcureWare website not later than 2:00 PM January 23, 2026 be binding. Oral and other clarifications or interpretations will not be binding and will be without legal effect. One original (clearly identified as such) and one (1) paper copy of the Bid, as well as a copy ofthe original Bid in pdf format on a CD or flash drive, must be received at the following address no later than 10:30 AM on January 27, 2026 (no Bids received after that time shall be considered): Mr. Kevin McCaffery Director of Purchasing City of Waterbury 235 Grand Street, Room 103 Waterbury, CT 06702 The Waterbury Healthy Homes Program is undertaking a Healthy Homes initiativeproject at 27 Norton Street located in Waterbury, Connecticut (Site). The Site building consists ofa single-family residential building. A Healthy Homes Inspection was performed in accordance with the U.S. Department of Housing and Urban (HUD) Office of Healthy Homes and Lead Hazard Control. The inspection was performed by the Waterbury Healthy Homes Program personnel and utilized the Healthy Homes Rating Tool (HHRT) provided in the Healthy Homes Rating System (HHRS). The HHRS utilizes a rating scale concerning the following factors: Class of Harms (Severity), the Likelihood that the harm will occur in the specific residence and Spread of Harms (how likely it will occur at certain severities). The combination ofthese factors is summarized with a Hazard Score. The Waterbury Healthy Homes program personnel develop the Hazard Score. Eagle Environmental, Inc. (Eagle) has developed a Healthy Homes Scope ofWork based off the findings of the Healthy Homes Inspection for the Waterbury Healthy Homes Program. The Scope ofwork includes the Inspector's findings and any findings identified by the project designer during their visit. The Waterbury Healthy Homes Program has provided Eagle with the summary oftheir findings identifying the healthy home hazards in each dwelling unit, associated common areas and the exteriors ofthe Site building. The Contractor performing the work specified under this Section shall be a State of Connecticut licensed Home Improvement Contractor (HIC) and shall appropriate State and Federal Certifications and Licenses where necessary (i.e. USEPA RRP). All workers and supervisors conducting work under this section shall be appropriately trained, licensed or certified by the State of Connecticut by the appropriate authorities where necessary, including all hazardous materials, licenses and certifications when any hazardous material will be affected. All sub-contractors must be pre-approved by the Waterbury Healthy Homes program. (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAScertified Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
