The Naugatuck Valley Council of Governments is seeking professional engineering services for various technical, consulting, and design work related to the Local Transportation Capital Improvement Program (LOTCIP) and related transportation engineering projects. The primary task is design services associated with state-funded LOTCIP, which includes design review, project concept development, hydrological assessments, bridge and structural evaluations, project inspection, and cost estimation. Assignments may also include project bid package preparation, detailed itemized cost estimates, construction inspection, utility coordination, permitting, right-of-way acquisition, project advertising, bidding question responses, and construction contract preparation. Consultants must be familiar with both municipal and CTDOT project delivery processes and may be required to guide municipalities through right-of-way acquisition and participate in project meetings, records reviews, and materials testing. Assignments will be made at the discretion of NVCOG or individual municipalities on a per-project basis. An on-call list of at least five firms/teams will be established, and selection to this list does not guarantee work assignments. Consultants must demonstrate their expertise, relevant experience, and staff capacity and must be pre-qualified by the Connecticut Department of Transportation in specific categories. The process includes submission of a Letter of Interest and Technical Response, followed by a qualifications-based selection process. Consultants must meet all municipal, state, and federal affirmative action and equal employment opportunity practices and maintain specified levels of insurance coverage. This RFQ does not preclude additional RFQs for other specific projects in the future.
