Site work for a communication facility in Rochester, Massachusetts. Completed plans call for site work for a communication facility.

The Project is Divided Into Two Components: * Component a: Fiber Loop Construction * Component B: Technology Infrastructure Improvements * ""Fiber Loop Construction & It Improvements - Re-bid (Component a)"" and/or * ""Fiber Loop Construction & It Improvements - Re-bid (Component B)"" The Town Reserves the Right to Reject Any or All Proposals; to Waive Minor Informalities; and to Award Contracts by Component or in Whole, or to Cancel This RFP if It is in the Best Interest of the Town. This Solicitation is a Re-issuance of a Prior Request for Proposals. The Town Has Elected to Re-bid the Project in the Best Interest of the Town to Revise the Structure of the Procurement and Allow for Separate Proposals and Awards by Project Component. The Schedule of Wage Rates Applicable to This Contract is Included in the Bidding Documents. The Successful Proposer(S) Will Be Required to Provide a Certificate of Insurance Demonstrating Coverage as Specified in the RFP and Furnish a Payment Bond in the Amount of Fifty Percent (50%) of the Contract Total. A pre-proposal conference will not be held, but questions may be sent to the Town Administrator, Cameron Durant, via email to cdurant@townofrochesterma.gov. All questions must be submitted no later than Monday, April 20 at 10 a.m. Project Locations (Phase 1 Sites) o Police Station (Network Hub) - 29 Dexter Lane o Town Hall - 1 Constitution Way o Fire Station - 4 Pine Street o Library - 17 Constitution Way o Council on Aging - 67 Dexter Road o Town Hall Annex - 37 Marion Road The Police Station shall serve as the central hub location for the network. The contractor shall be responsible for: - Installation of new fiber optic cabling between all locations -Construction of a fiber loop / backbone network connecting all sites - Installation of lateral connections from the backbone to each facility -Furnishing all materials, labor, equipment, and incidentals required - Coordination with the Town and its IT consultant 4. Fiber Infrastructure Requirements 4.1 Backbone & Laterals o Contractor shall design and install a redundant fiber loop topology connecting all six sites o Contractor shall install lateral fiber runs from the backbone to each building o All routing shall be coordinated with the Town and follow the provided map and field conditions 4.2 Fiber Type o Fiber shall be single mode (OS2) unless otherwise approved by the Town o Minimum fiber count: o Backbone: 24-strand minimum o Laterals: 12-strand minimum o Contractor shall include spare strands for future expansion 4.3 Pathways & Conduit o Contractor shall utilize existing conduit where available o Contractor shall be responsible for: o Verifying conduit usability o Installing new conduit where required o Minor conduit repairs and pathway remediation necessary for installation o Any major unforeseen conditions shall be brought to the Town for direction 5. Installation Requirements o All fiber shall be installed in accordance with industry standards (BICSI / TIA / ANSI) o Contractor shall perform: o Trenching and/or directional boring as required o Pulling and placement of fiber cabling o Installation of handholes, vaults, or pull boxes as needed o All penetrations (wall, floor, or foundation) shall be: o Properly sealed o Code-compliant o Weatherproof
