Demolition, site work and new construction of a military facility in Saint Louis, Missouri. Completed plans call for the demolition of a military facility; for the construction of a military facility; and for site work for a military facility.

As of March 03, 2026, this project has not yet been awarded. A timeline for award has not yet been established. The Salvation Army has an existing building of approximately 21,175 square feet in total located at 4015 Forest Park Avenue, St. Louis MO. The existing building is abandoned and uninhabitable; as such, they do not utilize this building for any of their operations. In 2019, the Salvation Army obtained a Systematic Assessment Report for the building, which concluded the facility is at high risk and structurally unstable. The Salvation Army has opted for the demolition of this building. The plan improvements for this project will include the demolition of the building and foundations as well as water extraction from the building basement, filling of the excavation with compacted soil and aggregate to provide a sodded area, new fencing to provide site security, and temporary groundwater pumping/dewatering. END OF SECTION 001116 QUESTIONS: All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. Questions shall be submitted in writing by 5:00 PM on January 23, 2026. Complete sets of Bidding Documents must be used in preparing Bids; neither OWNER nor ENGINEER assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. OWNER and ENGINEER in making copies of Bidding Documents available on the above terms do so only for the purpose of obtaining Bids on the Work and do not confer a license or grant for any other use. This project lies within the Cortex Innovation District and the City of St. Louis. Per Mayor's Executive Order #28 and in compliance with the requirements of the Cortex Innovation District, this project must include participation by Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE). The following minimum percentage of participation goals are required: Minority-owned business Enterprises: 25% Women-owned Business Enterprises: 5% To qualify for MBE or WBE participation, the Bidder and/or subcontractor must be registered within the City of St. Louis' MWBE Directory and the State of Missouri's Office of Equal Opportunity. Prime contractor designation of MBE or WBE will count towards the overall percentage goals. Bidder is not required to be an MBE or WBE status to bid as the prime. The total dollar value of work granted to a certified MBE or WBE by the Bidder shall be counted towards the applicable goal. The Owner reserves the right to request additional information from the Bidder to clarify the Bidder's proposed MBE or WBE participation. The Bidder shall submit the clarifying information requested by the Owner within two (2) business days of receiving the request for clarification. Each Bid must be accompanied by Bid security made payable to OWNER in an amount of 5 percent of the BIDDER'S maximum Bid price and in the form of a certified or bank check or a Bid Bond (contractor to complete document A310-2010) issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Contract Time The numbers of days within which, or the dates by which, the Work is to be substantially completed and also completed and ready for final payment (the Contract Time) are set forth in the Bid Form and the Agreement. Liquidated Damages: Provisions for liquidated damages, if any, are set forth in the Agreement. Contract Security General Conditions set forth OWNER'S requirements as to performance and payment Bonds. When the Successful BIDDER delivers the executed Agreement to OWNER, it must be accompanied by the required performance and payment Bonds. Signing of Agreement When OWNER gives a Notice of Award to the Successful BIDDER, it will be accompanied by the required number of unsigned counterparts of the Agreement with all other written Contract Documents attached. Within 14 days thereafter, CONTRACTOR shall sign and deliver the required number of counterparts of the Agreement and attached documents to OWNER with the required Bonds. Within 14 days thereafter OWNER shall deliver one fully signed counterpart to Contractor. Each counterpart is to be accompanied by a complete set of the Drawings with appropriate identification.
