Los Angeles World Airports (LAWA) seeks experienced Contractors, teams, and/or joint ventures (Bidders) capable of providing services for the Los Angeles International Airport (LAX) Residential Sound Insulation (RSI) Program to sound retrofit eligible residential dwellings with typical modifications, which include, but are not limited to, replacement of existing windows and doors with acoustically-rated assemblies, insulation of attic spaces, finish and rough carpentry, exterior and interior plastering and painting, roof equipment platforms, installation of new ventilation unit, and electrical service upgrades. Questions Due Date: Dec 22nd 2025, 2:00 PM PST 2.1. General This project includes, but is not limited to, services of contractors with demonstrated abilities and experience in residential sound insulation, remodeling, and construction services. The objective of the LAX RSI is to reduce aircraft generated noise entering existing homes by replacing windows and exterior doors with acoustically rated products, replacing/adding ventilation systems, and insulating attic spaces at some units. The goal of the sound insulation work is to achieve an average interior noise of 45 decibels community noise equivalent level (CNEL) or less in all habitable rooms. Bid Group 10 will be constructed with no more than ten (10) residences open at a time for a total of up to 65 dwelling units. 2.2. Residential Sound Insulation The work requires the addition or replacement of building materials to the envelope of a residential structure to ensure the necessary noise level reduction between the exterior and the interior is achieved. The project includes the acoustical retrofit of existing residential dwellings with typical modifications to include, but not be limited to: o Replacement of existing windows and exterior doors with acoustically rated assemblies, o Insulation of attic spaces, o Finish and rough carpentry, o Exterior and interior plastering, o Painting, o Roof equipment platforms, and o Installation of new ventilation units and electrical upgrades (if necessary). The contractor shall make final precise material measurements, order materials and supplies, and retrofit residential buildings with sound transmission-rated products and materials designed to reduce interior noise levels. Homes will be multi-family dwellings. The Work under this contract consists of all labor, materials, and equipment necessary for mitigating interior noise due to aircraft operations from LAX. The Work consists of sound insulation measures including, but not limited to, the following: 1. Selective demolition 2. Stucco installation 3. Rough and finish carpentry 4. Cutting and patching 5. Siding 6. Flashing 7. Entry Doors 8. Access hatches and pull-down stairs 9. Windows 10. Weather-stripping and sealants 11. Venting 12. Gypsum board 13. Painting 14. Ventilation systems, with related ductwork and electrical work 15. Hazardous materials abatement 16. Mechanical 17. Electrical A. The project manager shall define the scope of the project within this section of the PR. B. The project includes but is not limited to sound retrofit of existing single and multi-family residential dwellings with typical modifications to include replacement of existing windows and doors with acoustically rated assemblies, insulation of attic spaces, finish and rough carpentry, exterior and interior plastering and painting, installation of new ventilation systems, and associated electrical work. C. Proposer's Experience a. Proposers must demonstrate that their team has at least five years of experience and capabilities in successful development and implementation of projects with similar complexity, on time delivery of multiple projects, and efficient management of multiphased projects at large, international airports for Sound Insulation Programs. D. Required Resources a. Experienced resources are needed to provide construction services for LAWA. The successful proposer(s) shall provide these services for the term of the contract. The successful proposer(s) shall have previous experience with related and equivalent residential sound insulation improvement projects, full knowledge of the Federal Aviation Administration (FAA) regulations, California noise regulations (see 21 CCR 5000 et seq.), Los Angeles Department of Building and Safety (LADBS) building codes, El Segundo Building Codes, and other applicable rules and local regulations. E. Working in a Dynamic Environment a. Proposers must have the ability to work in occupied residential properties and be willing to adapt to any changes due to the needs of many other on-going, large airport improvement programs, especially at LAX. Proposers must be able to expand their scope of work to include additional services, if LAWA determines it to be necessary. F. Work By Others a. The Contractor shall cooperate and coordinate with other contractors as needed to assure the orderly progression of work in accordance with the Contract Documents.
