Key components include conducting a comprehensive greenhouse gas inventory, establishing updated greenhouse gas reduction and clean water targets in alignment with state and regional goals, developing an inclusive public outreach strategy, collaborating with City staff and stakeholders, and delivering a final comprehensive plan aligned with the City’s strategic plan. The plan must include specific actions, timelines, responsible parties, and performance metrics for tracking CAP implementation. The CAP must address areas such as renewable energy, energy efficiency, transportation, waste management, community engagement, and climate adaptation/resiliency for a coastal city, considering both current sectors and identifying new relevant ones. Proposals must include a breakdown of costs for each project phase, including research, stakeholder engagement, plan development, and reporting, and demonstrate expertise in sustainability planning, climate action, stakeholder engagement, and project management.
