Public records show that a draft of the master plan was provided to the Idaho State Board of Education in December. The board is expected to vote on the adoption of this plan in “early 2026.” As BoiseDev previously reported, the master plan will focus on the next 10 years, whereas the previous plan was anticipated to be a 30-year plan. It also features potential projects not in the capital improvement plan. The strategic plan lists five major goals for the next ten years: improve educational access and student success, innovation for institutional impact, advance research and creative activity, foster a thriving community, and trailblaze programs and partnerships. Spatial needs and facilities upgrades The master plan draft said Boise State anticipates a 9.1% increase in campus-based students by 2034. To meet this increased demand on university resources, Boise State estimates it needs 270 additional staff, 750 more beds — including 430 first-year beds, and 370 more parking spaces. When considering both in-person and online students, the master plan estimated an increase of 8.94% for undergraduate students and 11.3% for graduate students. As part of the university’s efforts to improve facilities for students and meet demand, a swath of renovation and renewal projects are planned. This includes the construction of the ESI Construction Management Building, completing lab space on the third floor of the Micron Center for Materials Research, building a new research facility for biomedical, chemistry, and biology, renovating the old science building, and renovating both Albertsons Library and Riverfront Hall. BoiseDev previously reported the university was considering using it as a lab or a practice space for athletics. The plan also addresses the reimagining of the Lusk District in partnership with the City of Boise, which BoiseDev reported last week that the University had bowed out of for now. The master plan lists the project on its capital improvement project list, but notes there is “ no activity planned at this time.” Other facility plans include studying the possibility of adding amenities, seating, and accessibility to the east concourse of Albertsons Stadium, and a remodel of the Morrison Center restrooms, which is currently in the design phase. The restroom remodel will increase capacity and accessibility in the facilities located on levels one through three of the performing arts center and will include single-user bathrooms. Roadway and pathway expansion and improvement plans are also in the works throughout the campus. “Concepts for Consideration” The master plan also includes a list of “concepts for consideration.” Some of these potential projects include the demolition of Towers Hall and the repurposing of the site, expanding the school’s nursing program, a Morrison Center expansion, and several improvements to ExtraMile Arena. The ExtraMile improvements include expanding the mall on the north side of the building for events and food trucks, expanding restrooms and concessions, and addressing deferred maintenance items. A Boise State staff member told the Idaho State Board of Education in December that the Morrison Center expansion is not planned for the immediate future. Instead, it is listed as a potential project should private funding become available. According to the draft plan documents, the university is eyeing the potential for an expansion of its business accelerator. It’s also looking at constructing potential research labs, printing spaces, a conference and event space, an office park, a hotel, and other amenities.
