Establish a Price Agreement for hazardous materials testing, including air quality, asbestos, lead paint, mercury, polychlorinated biphenyls (PCBs), radon, and water quality on a statewide basis for use by all State of New Mexico agencies, local public bodies, and other entities allowed by law. On-call general construction services for Demolition work by New Mexico licensed contractors to provide miscellaneous repairs, upgrades, improvements, and new construction services for facilities and properties throughout the state. As needed, provide hazardous waste remediation and site reclamation services, including on-call remediation, cleanup, and restoration services for contaminated sites resulting from unauthorized releases, abandoned conditions, or unknown sources where no responsible party has been identified. Required services include site assessment and characterization; removal, treatment, transportation, and disposal of hazardous waste; closure and remediation; environmental investigation and confirmation sampling; monitoring and reporting; and surface reclamation, stabilization, and restoration of impacted lands. All work shall address spills, releases, or contamination and restore sites to conditions protective of human health and the environment. Contractors must provide all labor, materials, equipment, tools, transportation, and incidentals necessary to perform the required remediation and reclamation services in compliance with all applicable federal and state laws, regulations, policies, and funding or grant requirements. The individual performing hazardous materials testing must be licensed or certified by the State of New Mexico, and all analysis must be performed at a facility licensed or certified for such analysis. Test results must be reported to the owner, including recommendations for remediation and additional testing if necessary. Minimum requirements and certifications must be provided with the bid. Bidders must submit all documents electronically through the eProNM system by the deadline, and all forms must be filled out completely.
