The City of Moberly Parks & Recreation department is accepting bids for contracted mowing areas on a 2 year basis. Fox Park Fox Park is approximately 8 acres located on Russ Haven Drive in the south part of town. Area includes tennis courts, playground, restroom, and shelter house facilities. Includes periodic mowing of detention basin when safe to do so as well as the property north of the basin to the property line located approximately 1/3 into the shed to the north. Lion's Beuth Park Lion's Beuth Park is approximately 3 acres located on Beuth Road near Homestead entrance. Area includes open ground, restroom, shelters, and picnic areas. Tannehill Park Tannehill Park is approximately .75 acres located west of the Moberly Post Office. Area includes gazebo and sidewalks. Thompson Campground The campground area, including 24 campsites (electrical/hydrants), is approximately 1 acre in size. War Memorial Grounds This is an approximately .7 acres area near the war memorials in Rothwell Park including the small triangular area across the road from the memorials. Depot Park This is approximately .85 acres located next to City Hall. Area includes greenspace around the clock tower, museum, pavilion/restroom, and train cars. Fennel Complex This is a largely concrete/brick event space with an approximately .20 acre yard. Kiwanis Park The contracted area as shown in the aerial attachment is concentrated around the driveway, parking lot, playground, and pavilion and runs to a point approximately 20 ft north of the pavilion where the slope ends and flat ground begins. Mow one pass beyond the bottom of the slope. The aerial measurements show 2 acres, but much of this is developed so the area to be mowed is approximately 1 acre or less, though it is a lot of narrow passes, weed eating, and blowing clippings away from amenities. The following terms and conditions are agreed to by the successful contractor and submittal of a bid constitutes agreement to all terms and conditions within all bid documents. Terms and conditions for successful bidder (Contractor) for each park: 1. Bid is for a two year agreement. Prices are for both the 2026 and 2027 seasons . 2. It is expected that mowing will typically commence in March or April and continue until late October/early November (to be determined by Superintendent of Parks), but that period may change depending on weather and grass growth. 3. Contractor must have a City of Moberly business license and show proof of liability insurance in the minimum amount of $1,000,000/occurrence and $2,000,000 aggregate General Liability, include Workman's Comp. and Vehicle coverage, and include the certificate of insurance and endorsement of policy both listing the City of Moberly as an additional insured. 4. Contractor must have dependable and safe equipment and must mow safely and respectfully when parks are used, keeping a safe distance (with discharge facing away from) from people, buildings, and equipment. 5. Contractor agrees to pick up any litter and sticks prior to mowing and any that has been mowed over and scattered. 6. Contractor will be responsible for damage to park grounds or property or 3rd party facilities, equipment, or land that occurs during the provision of services. 7. The Contractor will provide a monthly invoice itemizing individual mowing dates and locations. A check will be issued approximately 2-3 weeks after we receive the invoice, and Contractor will be paid once per month. Monthly invoices must be received within 30 days of the end of the month of service being billed. Late invoices will not be accepted. 8. All mowing and trimming will take place during daylight hours - preferably not on Saturday/Sunday - unless otherwise instructed or unless weather or special events dictate as determined by the Superintendent. 9. Mowing shall be done weekly unless dry or wet conditions require it to be done more or less - typically at the suggestion of the Superintendent. Contractor should ensure communication with Superintendent regarding questions of frequency. Unless instructed otherwise by the Superintendent, mowing should always be done immediately (within 3 days) prior to the following holidays: Memorial Day, Independence Day, and Labor Day. 10. Mowing equipment should have the ability to mow from 2'' to 4'' in height. When mowing at any location, mowers must be set at 3" height unless notified by the Superintendent. 11. When mowing at the War Memorial or outlying parks near sports courts, play equipment, concrete monuments, benches, or other amenities, always mow in a direction such that the clippings are blown away from such areas. Weed eat/trim (do not spray weed killer) around park features and blow cuttings clear of amenities. 12. Contact Superintendent, Tanner Rice, at 660-414-5288 for a tour of mowing areas or specific questions prior to bid. 13. It is hereby agreed upon by Contractor that, in the performance of all services called for, Contractor shall act as an independent entity and not as an agent, officer, or employee of the City of Moberly. 14. It is further agreed that the services called for are personal services and Contractor is not authorized to assign this contract to any other individual, company, or entity. 15. If contract recipient is unable to maintain mowing, trimming, job quality, safety, or other performance expectations and requirements, services provided by Contractor can be terminated by the City of Moberly upon giving seven (7) calendar days verbal notice and/or written notice by the Director or Superintendent. Contract recipient may be penalized the equivalent payment per mowing, per area assigned to them for which the Contractor failed to complete the work assigned at the performance level expected. 16. The Superintendent will make periodic inspections to evaluate the mowing services. The Superintendent may, as necessary, request additional mowing to be done and deficiencies to be corrected. Deficiencies may result in the Contractor being required to pay a penalty the equivalent of one payment per mowing, per area in question as determined by the Superintendent (all references to Superintendent responsibilities may be carried out by the Director). Contractor will be notified of these penalties and they will be deducted from the monthly invoice.
