The City of Moberly, Missouri is soliciting statements of qualifications and experience from qualified consultants for airfield development projects at the Omar N. Bradley Regional Airport. Projects may be subject to Federal funding through the Federal Aviation Administration (FAA) Airport Improvement Program as administered by the Missouri Department of Transportation (MoDOT) through the State Block Grant Program. Potential projects include replacing the AvGas and Jet-A fuel systems and constructing a T-Hangar. Required services include engineering for preliminary, design, bidding, and construction phases, as well as geotechnical work, categorical exclusion documentation preparation, as-built ALP updates, and surveying. Consultants should list preferred firms for sub-consulted work, with changes allowed upon Sponsor approval. Selection may apply to projects initiated within five years or until project completion, and other projects will require new solicitation unless otherwise permitted. Selection will utilize a qualification-based process conforming to FAA guidelines, with criteria including recent airport project experience, capability, schedule and budget adherence, knowledge of FAA/MoDOT standards and regulations, quality of previous work, personnel qualifications, project familiarity/proximity, and an implemented Affirmative Action Program. Fee or cost information should not be included in responses. Overhead rates must comply with Federal Regulation 48 CFR Part 31. The selected firm must submit their current overhead rate audit certification or MoDOT pre-qualification. Agreements will be subject to all applicable Federal Rules and Regulations. Consultants must submit three copies of their qualifications and experience statements with references, as well as an affidavit of compliance with the federal work authorization program and a copy of the firm’s E-Verify Memorandum of Understanding.
