Niagara County (the County) is issuing this bid document for site construction and development to improve the coverage of its radio communications system, which supports mission-critical public safety communications within the county. This construction will facilitate the installation of land mobile radio (LMR) and microwave systems, provided and installed by Motorola, at the proposed Middleport site location within the county. These specifications generally describe the work to be completed at each site, methods to be used, and the materials to be furnished, including but not limited to: 1. Furnish and install a new 180-foot, self-supporting tower and ancillary equipment, including, but not limited to, subgrade development, manufacturer engineered tower foundation, radio frequency (RF) cable ice bridge, tower cable support ladder, lightning protection, and Motorola's Standards and Guidelines for Communication Sites (Motorola R56(R)) based grounding. (a) Antenna, antenna mounts, and cabling will be supplied and installed by Motorola. 2. Supply and install new 12-foot x 16-foot concrete equipment shelter (e.g., VFP Model 6500 or approved equal). Provide custom electrical circuits in the shelter as specified in section 4.1.H. 3. Supply all materials and labor for construction of a compound proposed size 50 feet x 75 feet as shown on the construction drawings (CDs). 4. The compound shall include installation of electrical service from the utility provider to the shelter-mounted meter base. 5. Foundations for shelter and generator. 6. Perimeter security fencing. 7. Build access road and vehicle turnaround. 8. Plant trees as a privacy and blind, at the front of the property, to blend the site with adjacent forestry foliage. 9. Install a 200-ampere (A) 120/240-volt (V) split-phase electrical utility service. 10. Supply and install a new diesel generator with automatic transfer switch (ATS), manual transfer switch (MTS), and mobile docking station. 11. Run telecom utility from closest utility pole; Respondent shall coordinate with the telecom utility. 1. the proposed work consists of the construction and installation of an unmanned wireless facility with associated utilities. 2. these drawings and the rfp shall be the project scope of work. whenever there is a conflict, the awarded contractor shall bring it to the attention of the owner and design team. failure to do so, the contractor assumes all cost and responsibility for changes. for bidding purposes, the contractor shall assume the more stringent.
