Bidders must obtain the bid package at no cost through the designated online platform, which includes general instructions, project design, standards and sizes, aquatic resource impact information, permit approvals, evaluation criteria, bid forms and schedules, and wage determinations. Bids are to be submitted online only. Signatures are required as follows: owner for individuals, a partner and witness for partnerships, and president or vice president with the corporate seal and attestation by secretary or treasurer for corporations. Submissions must include a signed bid form and schedule, bid bond, references, a narrative describing experience with regional stream restoration, and an overview of the firm. Proposals are evaluated per the specified criteria and bidders should provide detailed information to support the evaluation process. The project will be funded by a Section 319 Nonpoint Source Pollution Grant and provided by the Lancaster County Conservation District (LCCD). The 319 funding is part of a national program managed in Pennsylvania by the Pennsylvania Department of Environmental Protection (DEP) for the implementation of Best Management Practices that restore watersheds with DEP and Environmental Protection Agency-approved Watershed Implementation Plans. The project is located at 2136 Robert Fulton Hwy, Peach Bottom, PA 17563 and is owned by Mr. Daryl Supplee. The goal of this project is to restore approximately 3,5000 linear ft. of degraded stream by reducing sediment pollution and supporting the natural in-stream processes/biology.
