Clarification/questions to the specifications must be submitted to Bidnet Direct, no later than 6 days prior to the RFP due date (January 2, 2026, before 5 PM). Answers will be posted on Bidnet Direct.com as questions are received. The intent of these specifications is to furnish information to prospective bidders in order to obtain proposals for Consultant Services related to a Fall Creek Comprehensive Stream Corridor Assessment Study. The submission process allows for either electronic or physical bid submission, and the pricing should be on a lump sum basis. There are no additional instructions or details provided regarding the scope of work or specific instructions to bidders. The Minority and Women Owned Business Enterprises (MWBE) goal is 30%. The Service-Disabled Veteran-Owned Business (SDVOB) goal is 6% Following the State's guidance document Project meetings and administration Hold regular check-ins with project manager Hold steering committee meetings to present survey draft, survey results, field work plans, field results, and to discuss project opportunity areas. Object 3 Develop list of implementation projects, prepare and present the assessment report Performance measures 3.1 Identify locations and specific project opportunities for the following, along with a planning level cost estimate for each: o Streambank stabilization o Riparian buffer installation o Floodplain reconnection o Culvert replacement. 3.2 Identify three preferred mitigation projects, including conceptual design, cost estimate, and permitting requirements 3.3 Prepare report following the Comprehensive Stream Corridor Assessment Study Outline and Resilient NY program studies Prepare the draft report and provide to steering committee for review and comment. Present the draft report at a public meeting as advised by the steering committee. Finalize the report based on feedback. 3.4 Project meetings and administration Hold regular check-ins with project manager Hold steering committee meetings to present opportunity area and specific project locations and to review comments on the draft report and presentation. Fall Creek Comprehensive Stream Corridor Assessment Study will identify opportunities and alternatives for two primary goals: 1) prevent erosion and sediment-related issues in Fall Creek and the Cornell University drinking water supply, and 2) store and slow stormwater in the upper reaches of the watershed to reduce downstream flooding. The study will assess conditions along the corridor to identify and prioritize potential stream segments and parcels for bank stabilization, riparian buffer restoration, floodplain reconnection, and stormwater storage projects - critical measures as climate change intensifies storm events. The study will build on historic work within the watershed to further the comprehensive planning and implementation of projects to improve water quality within Cornell University's source water area and downstream Cayuga Lake. The scope includes three objectives (with project meetings and grant administration included in each objective): 1. Compile existing information through interviews and available data and identify problem areas and opportunities for implementation; 2. Outreach and field work to develop stream corridor and flood risk assessments; 3. Develop a list of implementation projects and prepare an assessment study report. Objective 1 Compile existing information through interviews and available data and identify problem areas and opportunities for implementation Performance measures 1.1 Compile existing data through meetings with and outreach to stakeholders Gather existing data and requestion information from stakeholders with land or projects in the watershed (such as local governments, state agencies, nonprofits, and Cornell University). Summarize data collected and identify data gaps. 1.2 Perform desktop analyses to identify problem and opportunity areas Using available and gathered data, perform desktop analyses to identify areas with sediment and erosion issues, as well as areas for potential stormwater retention and other implementation projects. Prioritize and select parcels/areas for visual assessment and site visits. 1.3 Project meetings and administration: Coordinate project kick-off meeting with steering committee. Hold regular check-ins with project manager. Share Objective 1 results and findings with the steering committee. Objective 2 Perform outreach and conduct field work to develop the stream corridor and flood risk assessments Performance measures 2.1 Contact landowners for problem and opportunity areas identified in objective 1. Send direct mailings to property owners for site access. Develop and distribute a survey as general outreach to landowners and watershed residents. Collect responses and follow-up as needed to cover targeted locations. 2.2 Perform field work based on the Stream Corridor Assessment Guide, including Flood Risk Assessment. Visit targeted locations and complete field data sheets based on framework provided in the NYSDEC's Comprehensive Stream Corridor Assessment Study Outline, including the flood risk assessment and modeling. Develop preliminary list of project opportunity areas.
