**As of February 4, 2026, the project was awarded to Gilley Construction, but the awarded amount is not available.** The Work under this Project consists of stabilizing the slope while not damaging surrounding trees, tree roots, wetlands or utilities. Repair any pavement damage and restore the site per reasonable practices and the Erosion and Sediment Control Regulations. An Addendum will be issued by James City County Purchasing. James City County is soliciting sealed competitive bids from qualified and experienced professional contractors licensed in the state of Virginia with the demonstrated capability and capacity for Chickahominy Riverfront Park Slope Repair as described in this Invitation for Bids. The proposed work involves slope repair at Chickahominy Riverfront Park, which is currently experiencing shoreline stabilization issues. The purpose of this project is to stabilize the eroding shoreline and improve water quality in the Chickahominy and James Rivers. The work includes repairing areas of erosion and slope failure along the banks of Gordon Creek. The project consists of bank grading and stabilization behind and adjacent to an existing riprap revetment. Each Bidder is responsible for reviewing and fully understanding the scope of work as shown on the drawings prior to submitting a bid. Bid Security in the amount of Five percent (5%) of the Bid shall be submitted with each Bid. Performance and Payment bonds for one hundred percent (100%) of the Contract will be required by the Owner prior to Contract Award. The cost of bonds is to be included with the bid price. The Owner reserves the right to waive minor non-substantive informalities in the Bid. Portions of the banks along the Chickahominy River and Gordon Creek within the limits of the Chickahominy Riverfront Park were reconstructed several years ago as part of a shoreline stabilization project, with construction being completed in the year 2021. This project included, but was not limited to, regrading of the sloped banks along both the Chickahominy River and Gordon Creek; installation of drainage features to control stormwater runoff; and installation of numerous breakwaters, sills, and revetments within the water. More recently it has been brought to our attention that one isolated area along Gordon Creek has experienced some erosion issues and slope failure. Photographic documentation of existing site conditions at the time of our field exploration have been included in the Photography Log attachment of this report. We have been tasked with determining potential causes for the experienced slope failure and provide guidance for repairing the slope. 7.1 Bank grading and stabilization behind and adjacent to an exiting riprap revetment, rock marsh sill, and stormwater conveyance channel. 7.2 Class 1 riprap will be used to stabilize the slope. The proposed stabilization will tie into the existing revetment except where the key trench is required at the base of the slope per plan. 7.3 The existing stormwater conveyance channel will be replaced by an 18-inch nyloplast drop inlet (or approved equal) and a 15-inch HDPE pipe to convey water down the slope in a non-erosive manner. As-built drawings, CCTV inspection and certification of the inlet/pipe system is required per James City County Stormwater and Resource Protection Division requirements. 7.4 The proposed bank stabilization will protect the downstream receiving waters of the Chickahominy and James Rivers from erosion and sediment contamination 7.5 During Phase 1 of construction, cover exposed slopes with geotextile at night and during periods of inactivity. 7.6 Extend compost filter sock to LOD if construction access is required adjacent to proposed revetment. 7.7 Operator to avoid existing campsite electrical posts. 7.8 Operator or designee responsible for ensuring all existing on-site utilities, both above and below ground, are protected from damage due to construction activities and site access. 7.9 Operator or designee is responsible for maintaining the exiting gravel and asphalt access roads. If any deterioration to the roads occurs, the operator or designee is responsible for restoring the roads upon completion of the project. 7.10 Upon award of contract, the contractor shall make necessary construction notifications and apply for and obtain necessary permits, pay fees, and post bonds associated with the work indicated on the drawings 7.11 All work shall be performed in accordance with the current editions of the following standards and regulations: o Virginia Erosion and Stormwater Management Regulations o The Virginia Best Management Practice Clearinghouse (BMP) o Virginia Erosion and Sediment Control Handbook (VESCH) o Virginia Stormwater Management Handbook o Any associated technical bulletins and guidance documents as published by the State Water Control Board o The Virginia Department of Environmental Quality (DEQ) o Local VESMP Authority shall apply to the project 7.12 Complete details and scope of work are contained in the drawings
