Renovation of an educational facility in Oswego, New York. Completed plans call for the renovation of a educational facility.

The work consists of General Construction, Plumbing, HVAC, Electrical, Site, and HVAC Controls for the Oswego City School District 2024 Capital Improvement Project - Phase 2. Instructions to bidders include: - Bids must be submitted in duplicate. - Contractors should refer to the 2008 Wicks Reform and New York State Labor Law Section 220-i for additional bid submission procedures and requirements unless otherwise outlined in the contract documents. - Contract Documents can be examined at specified locations and obtained electronically or in paper format for a fee. Checks for paper sets must be made payable to designated entities, and cash is not accepted. - Prospective bidders are issued a maximum of two sets each; subcontractors and material suppliers are issued one set each. Additional sets may be obtained at cost. - Addenda will be distributed via email or hard copy as specified, and bidders are responsible for providing accurate contact information and downloading addenda. - All contract documents, except for those held by successful bidders, must be returned promptly in reusable condition within 30 days after the bid opening for a deposit refund. - The Owner reserves the right to waive informality or reject any or all bids. - Each bid must include bid security per conditions outlined in the contract documents. - Bid withdrawal is subject to the conditions outlined in the Instructions to Bidders. - Completion time for the project is as set forth in the milestone schedule and phasing plans in Section 0111000 entitled "Summary." - Pre-bid meeting and site inspection procedures are specified. - Requests for interpretation, information, or clarification must be made in writing to the designated architect, and responses to RFIs will be in writing and advisory only. A. The "Systems and Equipment" as referred to in this section of the specifications shall include, but not be limited to, subsystems and components of subsystems; as provided by various contracts as follows: 1. Building HVAC Systems 2. Building Temperature Control System 3. Domestic Hot Water Equipment 4. Lighting System, Scheduled Lighting Controls and Occupancy Sensors 5. Fire Alarm Systems 6. Security Systems 7. Plumbing Fixtures and Controls A. The extent of site preparation is shown on the drawings. B. Site preparation work includes, but is not limited to, the following: 1. Site investigation and underground utility identification (GPR) 2. Vacuum excavation (utility locating) 3. Protection of existing trees, shrubs, ground covers and lawns to remain 4. Topsoil stripping and stockpiling on site (See Section 329201) 5. Site clearing and removals 6. Asphalt milling 7. Saw cutting 8. Clean up C. Provide materials, labor, equipment and services required to accomplish related work in accordance with the drawings and specifications. A. The extent of site earthwork and site grading is shown on the drawings. B. Site earthwork includes, but is not limited to, the following: 1. Fill Materials 2. Source Quality Control 3. Shoring, Bracing and Supporting 4. Horizontal and Vertical Layout 5. Grading and Excavation 6. Compacted Backfill and Fill 7. Field Quality Control Testing and Inspection Services 8. As-Built Survey 9. Guarantee 10. Clean Up C. Provide materials, labor, equipment and services required to accomplish related work in accordance with the drawings and specifications. A. The extent of court improvements work is shown on the drawings. B. Court improvements work includes, but is not limited to, the following: 1. Concrete for footings 2. Basketball goal posts, back boards and nets 3. Instruction of Owner's Designated Representative 4. Clean Up C. The Contractor shall provide materials, labor, equipment, and services required to accomplish related work in accordance with the drawings and specifications. A. Work of this section shall be performed in accordance with the requirements of the Contract Documents, including but not limited to Instructions to Bidders, Agreement and General Conditions, General Requirements and Basic Mechanical/Electrical Requirements. B. Provide labor, materials, equipment and services to perform work and related work required by Contract Documents for a complete operating system. A. Except as otherwise noted, the control system shall consist of all Ethernet Network Controllers, Standalone Digital Control Units, workstations, software, sensors, transducers, relays, valves, dampers, damper operators and other accessory equipment, along with a complete system of electrical interlocking wiring as required to fill the intent of the specification and provide for a complete and operable system. B. The BMS Contractor/Subcontractor shall review and study all HVAC drawings and the entire specification to familiarize themselves with the equipment and system operation and to verify the quantities and types of dampers, operators, alarms, etc. to be provided. C. All interlocking, wiring and installation of control devices associated with the equipment shall be provided under this Contract. The BMS Contractor/Subcontractor shall demonstrate the operation of the system to the Owner and prove that it complies with the intent of the drawings and specifications. D. Provide services and manpower necessary for commissioning of system in coordination with the HVAC Contractor, Balancing Contractor and Owner's representative. Commissioning reports showing the testing of each DDC point on the system shall be submitted to the Engineer for review and approval upon completion of the commissioning process. Refer to the Commissioning Specification Section. A. This Specification includes all components required for a fully functional Classroom Sound Field System to amplify voice and other audio sources and create an evenly distributed sound field throughout the classroom for the purpose of increasing student performance and reducing teacher voice fatigue. B. Classroom Amplification Systems include all components required to amplify voice and other audio sources; an audio amplifier/mixer/built-in charger for microphone/transmitter(s), wall or ceiling speakers with mounting brackets and plenum speaker wire, Microphone, rechargeable microphone/transmitter, infrared sensor with plenum cable, NiMH rechargeable AA batteries, and power cords. C. The following equipment is included as part of this section: 1. Infrared receiver/amplifier/mixer with built-in transmitter charging jacks, 8-band graphic equalizer, and 4 stereo audio inputs 2. UL Listed 24V / 2.5A Power Supply (PS-24V-2.5) 3. LightMic microphone/transmitter with rechargeable NiMH batteries (LT71) and cradle charger (BC-71) Volume Control Knobs. 4. Optional IR Handheld microphone/transmitter with rechargeable NiMH batteries for student pass-around use. (HM70) Secondary Clocks and Backboxes. 5. Infrared sensor with plenum-rated coax cable (SR70F) 6.
