CR#: 2129708 Contract Term: approximately one year. Location: The five regions along Lake Ontario, the lower Niagara River, and the upper St. Lawrence River - Cayuga, Jefferson, Monroe, Niagara, Orleans, Oswego, St. Lawrence, Wayne. DOS established the Coastal Lakeshore Economy and Resiliency (CLEAR) Planning Initiative in 2020 to support local communities across five regions in their adaptation to changing water levels (and extreme weather variability) along Lake Ontario, the lower Niagara River, and the upper St. Lawrence River. A CLEAR plan was developed in each region through a participatory process guided by a Steering Committee comprised of municipal elected officials, regional organizations, and community leaders. Through this solicitation, DOS is seeking to facilitate implementation of the CLEAR plans, by developing project design drawings that will help meet CLEAR Executive Summary "Recommendation 11, Implement Blue-Green Infrastructure." Traditional gray infrastructure used to manage stormwater will be challenged by the extreme weather caused by climate change. More frequent extreme storms and higher temperatures are expected to strain gray infrastructure and could exacerbate flooding, erosion, and water quality issues. Blue-green infrastructure can complement, and in some cases replace, traditional gray infrastructure by harnessing or mimicking the power of natural systems to manage extreme water levels. Every community will be impacted by climate change, and each will have varying capacities to adapt. All communities can benefit from the enhanced and prolonged resilience that can result from adoption of blue-green infrastructure approaches. Designing with nature is a flexible approach that can be integrated into waterways, roads, paved areas, and green spaces, at the scale ranging from a single rain garden up to a green street. A network of blue-green infrastructure can deliver a wide range of environmental, economic, and social benefits that extend throughout the larger region and watershed.
