The Proposed Work for Which the Whiteside County Highway Department is Soliciting Bids Consists of, but is Not Limited to, the Following: - Removing and Replacing the Existing 2500-gallon Above-ground Die-sel Fuel Tank and Connecting It to the Existing Piping, Fuel Pump System, Etc. This Bid is Also Requesting Costs for a Number of Alternates That the County is Considering Making to Improve the Current Fueling System, Including Replacing Both Tanks, Adding Fuel Dispensers to the North End of the Tanks, Upgrading the Existing Fuelmaster System, Etc. Above Ground Fuel Storage Tanks. a. Replace two 2,500-gallon dual-walled tanks with the same size and shape b. Steel Double-Wall Tank conforming to U.L. 142 specifications or better. c. Match ports/openings or provide required piping to connect to existing fueling station and accommodate new fueling station. d. Include required spill containment and overfill protection. e. Tank gauge visible at ground level. f. 8-inch bollards installed per Office of the Illinois State Fire Marshal (OSFM) requirements. g. Product piping shall be double-walled (dual containment). In addition, piping shall meet OSFM requirements. h. Venting, spill containment and all other materials to be listed and compliant with current OSFM above ground dispensing storage tank requirements. i. An informal evaluation has determined that the existing diesel fuel tank has fuel in the outer containment indicating a breach. No evidence was observed of a breach in the gasoline tank. j. Contractor shall notify the County at least 7 days prior to the planned removal of the fuel tanks to allow sufficient time to have most of the fuel pumped out the tanks. It is the responsibility of the Contractor to ensure any residual fuel is safely removed and disposed of prior to removal of the tanks and as required for proper disposal of tanks. k. Contractor is responsible for removal and proper disposal of the existing tanks. Bidders Shall Submit a Bid Security in the Form of a Certified Check or Bank Draft, Payable to the Order of the Whiteside County Highway Department, or a Satisfactory Bid Bond Executed by the Bidder and an Acceptable Surety in an Amount Equal to Five Percent (5%) of the Total Bid Shall Be Submitted With Each Bid. The Successful Bidder Will Be Required to Furnish Satisfactory Performance and Payment Bonds Each for 100% of the Awarded Contract Price. The Whiteside County Highway Department Reserves the Right to Reject Any or All Bids or to Waive Any Informalities in the Bidding. It is the Intent of the Whiteside County Highway Department to Make a Decision on the Award for the Project on Wed-nesday, March 18th, 2026 at Its Regular Meeting of the Whiteside County Board.
