The 2026 Street Improvements Project consists of milling and overlay of approximately eight city blocks of HMA paved or seal-coated streets, and associated work. The base bid includes topsoil furnishing and spreading, modified subbase, surface aggregate, pavement milling, sidewalk removal and replacement, detectable warnings, PCC removal and patching, curb and gutter removal and replacement, several overlay thicknesses, HMA leveling course, intake and manhole work, minor adjustments, inlet protection, seeding and mulching, temporary traffic control, and mobilization. Construction must strictly comply with specified plans and specifications. Bids must be sealed and labeled for the project, submitted with a 5% bid security, and cannot be withdrawn for 30 days after opening. Compliance with minimum wages, labor standards, Iowa State law, and contractor registration and bonding is required. Bidders must adhere to statutory preferences for resident bidders and products. Payment will be made from authorized funds with monthly estimates and retainage. The City reserves the right to reject any bids or waive irregularities. No Iowa sales tax should be included in bids. Work shall be substantially complete by no later than September 18, 2026. All work shall be completed and ready for final acceptance by October 2, 2026. All streets must be open and accessible for public use prior to ground freezing. Each bid shall be sealed in an envelope marked "Bid for 2026 Street Improvements Project, Eagle Grove, Iowa." Each bid must be accompanied in a separate envelope by a bidding check or bid bond in an amount equal to five percent (5%) of the bid price, said check being either a certified or cashier's check, drawing on a credit union in Iowa or chartered under the laws of the United States, made payable to the City of Eagle Grove, Iowa, as security that the bidder will furnish the required bonds and enter into a contract within ten (10) working days, excluding Saturday, Sunday and holidays, after award of the contract to him.
