Renovation of a detention facility in Vancouver, Washington. Working plans call for the renovation of a three-story above grade detention facility.
Sealed bids are invited for securing the Corrections Center Riser Pipe Replacement. Sealed bids will be received by the Clark County Council in the Office of Purchasing/General Services at 1300 Franklin Street, Suite 650, Vancouver, Washington, until 1:50 p.m. on January 20, 2026. Bids will be publicly opened and read aloud at the Councilors Hearing Room, 6th Floor of the Public Service Center, 1300 Franklin Street, Vancouver, Washington 98660, at 2:00 p.m. on the same day, or as soon thereafter as possible. Bid specifications can be requested by emailing the Office of Purchasing/General Services. The County reserves the right to reject any and all bids and to waive informalities. A non-mandatory pre-bid meeting is scheduled for Monday, January 12, 2026 at 10:00 a.m., at the East Entrance located at 707 W 13th Street, Vancouver, WA 98660. Disadvantaged Business Enterprises will be afforded full and fair opportunity to submit bids and will not be discriminated against on grounds of race, color, or national origin. Box 5000, Vancouver, WA 98666-5000) For questions regarding this project, contact Jim Paladin at 564-397-6053 or James.Paladin@clark.wa.gov The project consists of but is not limited to the following: Demolition/Removal Isolate and drain fire suppression system Remove existing 4-inch steel fire riser pipe, fittings, hangers and associated components Dispose of removed materials in accordance with local, state and federal regulations Installation Furnish and install new 4-inch Schedule 40 galvanized steel fire riser pipe (or equivalent approved material) Install new fittings, couplings, hangers, and supports as required Ensure proper alignment, verticality, and secure anchoring for the riser Connect the riser to the existing fire suppression system, valves and alarm devices Testing and Commissioning Perform Hydrostatic pressure testing per NFPA 13 standards 1. New 4-inch Shotgun Riser Assembly installed and operational. 2. Test reports documenting hydrostatic and flow test results. 3. Final inspection approval from AHJ. 4. Approved Intent and Affidavit filings from Washington State L&I. 5. Warranty documentation for materials and workmanship (minimum one year) The existing fire suppression system riser pipe has deteriorated and leaks at the coupling and requires replacement to maintain fire suppression system integrity. The purpose of the project is to remove and replace the existing 4-inch steel fire riser pipe to ensure compliance with National Fire Protection Association (NFPA) standards, Washington State building codes, and labor law requirements, including prevailing wage compliance and mandatory filings with Washington State Labor and Industries. The contractor shall provide all labor, materials, equipment, supervision and any other necessary items to complete the project to owner satisfaction.
