Site work, paving and new construction of a mixed-use development in Stillwater, Minnesota. Completed plans call for the construction of a water / sewer project; for site work for a water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Stillwater Wellhead 9 PFAS Treatment Facility The work shall be completed under one (1) contract consisting of all labor, skill, and materials required to properly construct the project. The project generally consists of the following construction contract: Contract no. 1 - wellhead 9 pfas treatment facility The project is comprised of two (2) primary components as follows: Pfas facility: work generally includes construction of a new 27-foot by 36-foot treatment facility housing two 12-ft diameter, 40,000-pound gac vessels for the removal of pfas. The proposed equipment would be fully housed within a new modular building. The building housing the gac vessels will be located adjacent to the existing well 9 building. The building will be wood framing studs with fiber cement lap siding provided by a pre-engineered manufacturer. Interior process piping shall consist of ductile iron and pvc and ranges in size from 2" to 12", including butterfly valves with both manual and electric actuators. Site work: work shall also include construction required outside of the physical building structure or facility including but not limited to raw water influent lines, finished water effluent piping, other site utilities, site grading, new sanitary manhole, site driveways, curb and gutter replacement, and paving, additional site electrical components, and landscape improvements associated with the project. Bidder qualifications: Bidders shall meet the minimum qualifications as specified in specification section 00 45 13 bidder qualifications form of the project documents. All bidders must certify they are a responsible contractor by signing a certification form stating they meet the minimum requirements under minnesota statute 16c.285. This form can be found in specification section 00 43 29 responsible contractor verification form of the project documents. Bid security: Each bid shall be accompanied by a bidder's bond executed by the bidder as principal and by a surety company authorized to do business in the state of minnesota, payable to the city of stillwater, in a sum equal to five (5) percent of the full amount of the bid. This is to serve as a guarantee that the bidder will enter into a contract within fifteen (15) calendar days of notice of award in accordance with the terms of the principal's bond and a contractor's bond as required by law and the regulations and determinations of the governing board for the performances of such work. Only bids that are accompanied by such a bond will be considered. Bidder must be licensed for the full amount of the bid. No bid will be read or considered which does not fully comply with the above provisions as to bond and license. Project funding: This project is funded in whole or in part by low interest srf loans administered through the minnesota public facilities authority (pfa). As such, both davis bacon wage rates and state of minnesota prevailing wage requirements (minnesota statutes, sections 177.41 through177.44 and corresponding minnesota rules 5200.1000 to 5200.1120) as established by the minnesota department of labor and industry apply to this project. Payment of the wages, fringe benefits, and overtime rates that are most beneficial to the employees are required. Bidders on this work will be required to comply with american iron and steel requirements of the consolidated appropriations act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications. Bidders are also required to comply with davis-bacon prevailing wage requirements. Bidders on this work will be required to comply with the presidential executive order no. 11246, as amended. Bidders on this work will be required to comply with build america, buy america (baba) that requires all of the iron and steel, manufactured products, and construction materials used in the project to be produced in the united states ("Build america, buy america requirements") including iron and steel, manufactured products, and construction materials provided by the contactor. Completion of work: The work shall have the following completion dates: Substantial completion: april 30, 2027 Final completion: june 1, 2027 Owner's rights reserved: All bids will be made on the basis of cash payment for such work. The owner reserves the right to reject any or all bids, waive any informalities in the bids received, and further reserves the right to award the contract in the best interest of the owner. The owner reserves the right to hold the three (3) lowest bids for a period not to exceed sixty (60) calendar days after the date of bid opening.
