The work to be done consists of furnishing materials and constructing the Highway 49 - Water System Extension - Phase 4 Graham Road. The major items of construction include a 16" water main, 12" water main, 2" water main, gate valves, fire hydrants, water services, and miscellaneous appurtenances. The work is considered an expansion of the water distribution system. All work shall be done in accordance with the plans and specifications. Sealed bids must be submitted, and all bidders must be licensed by the State of Georgia with license numbers written on the bid envelope. No bid will be opened unless it contains the Contractor's license number. Bid forms must accompany a Bid Bond not less than ten percent (10%) of the base bid, by a surety company licensed in Georgia with an "A" minimum rating and a financial strength of at least five times the contract price. The successful bidder will be required to provide a Performance Bond and Payment Bond, each for one hundred percent (100%) of the Contract amount, with proper Power of Attorney, and all bonds must appear on the Treasury Department's most current Circular 570 Listing. Bidders must acquire Bidding Documents from the Engineer. The owner reserves the right to reject any or all bids, including bids deemed non-conforming, non-responsive, unbalanced, or conditional, and to reject bids from unqualified or financially doubtful bidders or those not meeting owner-established standards or criteria.
