The Housing Authority of Frankfort is seeking proposals from qualified professional engineering firms to provide a comprehensive feasibility study for the mitigation of five (5) two-story brick buildings with crawl spaces. The selected firm is responsible for all data collection. o Surveying & Elevation Certificates: Perform all field surveys and provide certified FEMA Elevation Certificates (ECs) for each of the five (5) buildings. o Geotechnical & Structural Integrity Assessment: * Geotechnical Investigation: The respondent is responsible for determining the adequacy of existing soils to support the concentrated loads of a hydraulic lift. The proposal price shall include necessary soil borings or penetration tests. o Structural Analysis: Determine if the two-story brick/masonry buildings can be hydraulically elevated without compromising structural stability. Any determination of "unfeasible" must be supported by stamped geotechnical and structural data. o Mitigation Alternatives Analysis: If elevation is determined to be non-feasible, evaluate and provide cost-estimates for: o Dry Floodproofing: (Watertight seals/shielding). o Wet Floodproofing: (Flood vents and utility elevation). o Abandonment/Conversion: (Converting the first floor to non-residential use). o Cost Estimation & BCA Data: Provide detailed Class 3 construction cost estimates (AACE International standard). Data must be formatted specifically for the FEMA Benefit-Cost Analysis (BCA) Toolkit, including "Remaining Useful Life" and "Building Replacement Value." o Regulatory Compliance: Ensure all designs meet ASCE 24-14 and address the Substantial Improvement (50% Rule) relative to the $576,000 per-building allocation.
