The selected consultant will develop a strategic blueprint that identifies regional strengths and weaknesses and sets forth specific strategies for economic growth. The scope of work prioritizes the following core objectives: conducting a comprehensive inventory of potential industrial and commercial sites across Mingo, Wyoming, and McDowell counties, including assessing infrastructure availability, flood risk mitigation, and shovel-readiness, and creating a plan to develop useable sites; performing a data-driven analysis to identify specific industry clusters suitable for recruitment to the region and developing strategies to market the region as a cohesive unit; facilitating coordination between the three counties to establish shared economic goals and economies of scale; identifying strategies to diversify the economy away from coal and coordinate recovery efforts regarding the February 2025 floods; and developing pathways for STEM education and workforce training to retain young talent and provide clear pathways to sustainable prosperity. Key deliverables include a detailed assessment of priority sites, a report identifying high-potential industry clusters with tailored recruitment strategies, a summary of stakeholder engagement, and a final written plan that serves as a roadmap for implementation.
