The City of Williamson, in Mingo County, West Virginia, requests proposals for professional services to complete construction of a Water System Upgrade. The project includes the installation of three 2,500 gpm treatment plant high service pumps, new filter media, construction of approximately 15,100 feet of 24-inch and smaller diameter water mains, a 500 gpm booster station, two new 1,500,000 gallon water storage tanks, one new 500,000 gallon water storage tank, one new 300,000 gallon water storage tank, rehabilitation of an existing 300,000 gallon water storage tank, numerous pressure reducing stations, backup generators for the treatment plant and booster pump station, one 12-inch portable backup pump with accessories, telemetry, fire hydrants, valves, 1,750 replacement meters, and related appurtenances. Required services include a project attorney, appraiser, review appraiser, and right-of-way negotiator. The project attorney will provide legal services during development and construction, including title work and contract review. The appraiser, review appraiser, and right-of-way negotiator will secure necessary rights-of-way and land parcels. Procurement of these services will comply with 2 CFR 200.320(b)(2). Proposals will be evaluated on specialized or technical experience, related prior work, and capacity to complete the work within the performance period. Contracts will be awarded to the firm determined most advantageous to the project, with price considered. The firm's eligibility to receive federal funds will be verified before contract award. If interested, submit an original, five copies, and a digital submission of all requested information to the City of Williamson, and one digital submission to the Region 2 Planning & Development Council by the specified deadline. The City reserves the right to accept or reject any or all proposals and to negotiate the fee for services.
