The project involves the installation of an 8-inch HDPE watermain in 3rd Avenue, connecting existing water mains located in Tower Road and STH 35. The work includes approximately 1,400 lineal feet of 8-inch diameter HDPE watermain using open cut and directional drilling methods; installation of hydrants, services, and other appurtenances associated with the water main; restoration of disturbed surfaces, including concrete sidewalk and driveway patching, asphalt patching, and placement of topsoil and seed; as well as associated erosion control and traffic control. Instructions to bidders: No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award. The certified check or bid bond will be returned once the contract is signed, or forfeited as liquidated damages if the bidder fails to execute the contract within 15 days. No bidder may withdraw their bid within 60 days after opening. Minimum wages paid must comply with Federal Davis Bacon Wage Rates. Bidders must comply with requirements regarding employment conditions, minimum wage rates, and participation goals for disadvantaged, minority, and women-owned businesses. Compliance with "Build America, Buy America" requirements for materials is required. Bid proposals may be denied if these requirements are not met and waivers are required.
