Construct 3rd Avenue SW Reconstruction project including all labor, materials, and equipment necessary for clearing and grubbing; removal and installation of PCC curb and gutter, PCC sidewalk and driveways, 7" PCC Pavement, HMA wedge and driveways; removal of existing pipe and structures; abandonment of sanitary sewer and water main; installation of PVC sanitary sewer (8"-10") and manholes, RCP storm sewer (12"-36"), RCAP storm sewer, storm intakes, subdrain, PVC water main (4"-8"), DIP water main (8"), hydrants, valves; traffic control; erosion control; SWPPP preparation and management; seeding; testing; and miscellaneous associated work including cleanup. All proposals and bids shall be submitted to the City Clerk on official bidding blanks furnished by the City. Each proposal must be sealed and identified, and must be accompanied by bid security in the amount of five percent (5%) of the bid, in the form of a certified check, cashier's check, certified share draft, or bid bond. The successful bidder will be required to furnish a bond in the amount of 100% of the contract price, guaranteeing faithful performance and prompt payment for materials and labor, and guaranteeing the work against faulty workmanship and materials for four years after completion and acceptance. Contractors and subcontractors must obtain tax exemption certificates from the City for this project. Work must commence within ten days of the Notice to Proceed. All work, with the exception of seeding, must be completed by November 20, 2026, and all remaining work by March 31, 2027, unless extended by the City Council. If Alternate Bids are awarded, all work shall be completed by August 20, 2027. Liquidated damages of $500 per calendar day will be assessed for uncompleted work past the contract period, subject to extensions granted by the City Council. All bidders must submit a fully completed Bidder Status Form as an essential attachment to the Proposal. The City reserves the right to reject any or all bids, to waive informalities, and to enter into such contracts as deemed in its best interest.
