Paulding County is seeking qualification-based proposals for engineering design services for an intersection improvement project at Winn Road (CR 268) and South Paulding High School in unincorporated Paulding County. The project must be designed to achieve at least a Level of Service "C" 20 years from the base or open year. The initial evaluation of alternatives for intersection improvements favors the installation of a single lane roundabout at this location. Proposers must be knowledgeable of and comply with Georgia Law. Two submittals are required per package: the Technical Proposal (1 unbound original, 5 bound copies, and an electronic version) must be in a sealed envelope plainly marked with the RFP number, project name, due date and time, and the submitting company or individual. The Cost Proposal (1 hard copy) must be in a separate sealed envelope marked with the RFP number, project name, due date and time, and the submitting company or individual. If mailing, place the sealed proposal envelope inside a separate mailing envelope addressed to the Owner. The Georgia Security and Immigration Compliance Act Affidavit form must be included with all bid packages. Paulding County reserves the right to reject any and all proposals, to waive informalities and technicalities, to reject portions of the proposals, and to award contracts in a manner consistent with the County and state laws. Tasks in this contact include, but are not limited to, concept report, preliminary construction plans, signing and marking plans, final right of way plans (including revisions), erosion control plans, Subsurface Utility Engineering (SUE), staging plans, and final construction plans (including revisions through final acceptance). All required engineering studies are considered part of the scope of services. All deliverables shall be in accordance with the GDOT Plan Development Process, Electronic Data Guidelines, and Plan Presentation Guide. A: Concept Report and Database Validation. All activities normally associated with concept development will be included. These include but are not limited to: 1. Roundabout feasibility study 2. Peer Review 3. Traffic Counts and projections 4. Initial and Final Concept Team Meeting 5. Traffic forecasting, including preparation of GDOT style traffic flow diagrams 6. Intersection Control Evaluation (ICE) analysis 7. Conceptual Design - projected future build conditions for the intersection, capacity and queueing analysis, and lane configuration analysis, including additional lanes, if indicated to be warranted 8. Traffic Analysis – A RAB capacity analysis and output files from the GDOT Roundabout Tool and SIDRA (or equivalent) to be provided to the County, if roundabout determined to be preferred alternative 9. Conceptual RAB Layout using general guidelines from GDOT guidelines and FHWA’s NCHRP 672 10. Environmental Resource identification / Screening. 11. One (1) meeting with County School District to discuss , show findings, and provide recommendations.
