The City of Washington seeks Statements of Qualifications from interested and qualified Aviation Consultants for professional airport engineering, planning, and general consulting services for the Washington-Warren Airport. The work includes master planning, land use planning, environmental analysis, engineering studies, grading, drainage, utilities, paving of airfield and roadway pavements, hangars, terminal building, fueling systems, stormwater improvements, obstruction analysis and removal, airfield lighting, signage, NAVAIDs, grant administration, and other related tasks. Services will be provided in close coordination with the City of Washington and airport staff. The Engineer shall be capable of providing airport planning, environmental analysis, land acquisition, preliminary and final design, estimating, bidding, construction administration, assistance in preparing grant applications for NCDOA and FAA, developing funding justifications, and technical advice on airport needs, development priorities, and project implementation strategies, along with coordination with NCDOA and FAA as requested. Proposals must include a coversheet, a narrative of the firm’s relevant experience and qualifications, a list and resumes of key project team members, at least three client references, and any other supporting information. The full qualifications statement should not exceed thirty pages. Preference will be given to firms and personnel with experience in general aviation and air carrier airport projects, familiarity with NCDOA and FAA regulations, a demonstrated ability to justify discretionary funding, and a strong understanding of the project requirements. Three hard copies of the proposal documents are to be submitted.
