The work involves providing term services for testing and inspection of structural steel for projects located on the Thruway on an as-needed basis. Assignments include, but are not limited to, field and shop inspection of structural steel and other metal construction items, and ultrasonic testing of structural steel. Firms must be able to perform shop inspections regionally and nationally, as well as within New York State. AWS Certified Welding Inspectors certified in accordance with AWS QC1 are required. Personnel performing radiography, magnetic particle, and dye-penetrant testing must be qualified per American Society for Nondestructive Testing SNT-TC-1A standards. Coating inspectors must be qualified by AISC, NACE, AMPP, SSPC, or other acceptable training. Ultrasonic testing personnel must be qualified by the New York State Department of Transportation and hold a current NYSDOT certified ultrasonic testing technician card. Firms must meet or exceed ASTM E329 and ASTM E543 standards as applicable. The agreement may be up to $2.0 million in value, lasting three years with an option to extend for one additional year, subject to funding. Instructions to bidders require that the Letter of Interest (LOI) not exceed three single-spaced pages in Arial font (10 point or greater), with minimum half-inch margins. All firms named in the LOI must be registered with the NYS Department of State and, if professional services are provided, also registered with the NYS Department of Education. The LOI must include an organizational chart and required forms, including certifications for State Finance Law compliance and Gender-Based Violence and the Workplace. The LOI must describe the firm’s understanding of the assignment, identify involved firms and their roles, and list staff qualifications and current major assignments. MWBE goal is 30%, and SDVOB goal is 6%. Additional requirements include compliance with prevailing wage and, if applicable, submission of Environmental Product Declarations for certain materials. All vendors must also comply with New York State laws on gender-based violence and workplace policies and provide annual certification of sexual harassment prevention in the workplace.
