Subconsultants are permitted. The primary and/or subconsultant firms must be pre-qualified by the NCDOT to perform the following discipline codes for the City of Monroe: Traffic Engineering Services for Signal Design, Signal Communications Designs, and Signal System Timing. Each firm must list the discipline codes they are prequalified for on the RS-2 Forms and may also list other applicable or adjacent disciplines they are prequalified to perform. The selected firms will serve as an extension of City staff, providing traffic engineering services intended to deliver a signal design for five Monroe-owned, NCDOT-maintained traffic signals. The contract may cover multiple assignments with scope and fees determined separately for each. The proposed payment method is lump sum per task order. The selection process includes submission of Statement of Qualifications (SOQ), selection based on SOQ, possible interviews, and contract negotiation. SOQs must be submitted electronically by the deadline. Any firm wishing to be considered must be properly registered with the Office of the Secretary of State and the North Carolina Board of Examiners for Engineers and Surveyors, with engineers in responsible charge registered as Professional Engineers in North Carolina. Prequalification with NCDOT is required. The firm must have the financial ability and adequate accounting systems and must furnish minimum insurance coverage. Scope of work includes Traffic Signal Design Services. Successful completion requires: arranging a scoping meeting with the City and NCDOT, preparing a cost estimate and schedule, performing the required design work, submitting the design for review, coordinating a comment review meeting, responding and revising as needed, and preparing the final sealed design. Submittals must not contain any form of pricing.
