Questions Due Date: Jan 30th 2026, 5:00 PM CST Questions concerning this RFP shall be directed to online The City of Olathe, Environmental Services Division is soliciting proposals from qualified contractors to provide digester cleaning, wastewater lagoon dredging and emergency biosolids hauling and disposal services. Biosolids disposal must comply with all applicable federal, state, and local regulations, including Environmental Protection Agency (EPA) 40 CFR Part 503, and Occupational Safety and Health Administration (OSHA) standards. A 3-year contract will be awarded. The City has two mechanical wastewater treatment facilities: the Cedar Creek WWTF and the Harold Street WWTF. A summary of the biosolids qualities and quantities for each of the facilities is provided below. Cedar Creek WWTF-25915 W 119th Street, Olathe Kansas 66061 Facility consists of bar screens, vortex grit removal, 5-stage biological nutrient removal, UV disinfection; gravity thickening of waste activated sludge, aerated sludge holding, centrifuge dewatering. Biosolids are currently landfilled at the Johnson County Landfill. In 2024, approximately 1,400 dry tons/year were hauled at an average 21.9% total solids. Harold Street WWTF-200 W Harold Street, Olathe Kansas 66061 Facility consists of bar screens, vortex grit removal, primary clarifiers, rock trickling filters, intermediate clarifiers, plastic media trickling filter, final clarifiers, UV disinfection; co-thickening of biosolids with primary sludge, anaerobic digestion, centrifuge dewatering. The secondary digester shall be cleaned in 2026. The primary digester shall be cleaned in 2027. Biosolids are normally composted by the City into a Class A product. In 2024, approximately 234 dry tons/year were composted at an average 30% total solids. The City reserves the right to reject all proposals, to abandon the project, or to re-advertise for and solicit other proposals. The City may, in its discretion, waive any informalities and irregularities contained in a proposal or in the manner of its submittal and award a contract thereafter. The City further reserves the right to negotiate any and all terms of the proposal.
