Site work and paving for a road / highway in Billings, Montana. Completed plans call for site work for a road / highway; and for paving for a road / highway.

This RFP is issued by City of Billings (City) for the purpose of obtaining information and pricing regarding the planning of three new trail sites to improve multi-modal transportation and connectivity in the City of Billings. It is the intent of the City to review and assess the RFP responses to determine which proposal best meets the needs of the City. Suppliers are expected to provide their best and most competitive proposal More specific additional information regarding the Trails for All can be obtained by contacting Mike Hayes, Multi-Modal Planner, via telephone at (406) 247-8661 or email at hayesm@billingsmt.gov . Proposers may withdraw their proposal by written request at any time prior to the due date set for receiving proposals. No proposal may be withdrawn or modified after the due date and time, unless and until the award of the contract is delayed for a period exceeding ninety (90) days. The right is reserved to reject any or all proposals received, to waive irregularities, to postpone the award of the contract for a period of not to exceed ninety (90) days, and to accept that proposal which is in the best interests of the City of Billings, Montana. Award of any contract may be contingent upon approval by Billings City Council. The City of Billings is an Equal Opportunity Employer. The Contractor and subcontractor shall abide by the requirements of 41 CFR 60-300.5(a) and 41 CFR 60-741.5(a), which prohibit discrimination against qualified protected veterans and/or qualified individuals on the basis of disability, and requires affirmative action by covered prime contractors and subcontractors to employ and advance in employment qualified protected veterans and individuals with disabilities. The City of Billings reserves the right to reject any or all proposals if determined to be in the best interest of the City. The Billings-Yellowstone County Metropolitan Planning Organization (MPO) through the City is seeking a qualified consultant team to provide planning services for a feasibility study for the development of three trails. Below are the names and locations of the trails: 1. Downtown to Heights Connection: This project would create a new non-motorized connection to the existing Jim Dutcher Trail approximately where Charlene St. intersects with the railroad tracks. The goal is to generally connect South 25th Street to 8th Ave South to South 26th Street to Lillian Avenue, under I-90 at the railroad, and into the existing Jim Dutcher Trail. The route could vary slightly, but initial discussions with the refinery indicated that Lillian Ave is feasible and Erie Dr is not. This segment will provide a non-motorized connection from Downtown to Billings Heights. 2. Alkali Creek Connection: This project would extend the Alkali Creek Trail Corridor from the Main Street tunnel along Alkali Creek to the Aronson Connection Trail just east of Aronson Bridge. 3. Aronson Ave to Annandale Rd: Approximately 500ft southwest of Governors Blvd, beginning on Aronson Ave there is City owned park property running northwest to Constitution Ave. North of Constitution Ave there is a mixture of City and State-owned land up to Wicks Ln. The trail will join with the West Wicks ln/Skyway Dr Trail before continuing North to where Annandale Rd is expected to be extended in the future. Total project budget is $80,000.
