Reference Number 0000408756 Through this RFP, Genesee County ("the County") is soliciting proposals from qualified firms who can provide Solar Canopy Design and Installation at Genesee County Animal Control Facility. No verbal interpretation to any respondent as to the meaning of any requirement stated in this RFP shall be binding on Genesee County. In order to qualify for award, a proposer shall have the capability in all respects to perform the work with integrity and reliability, which will assure good faith performance. This requirement shall include, but is not limited to, the availability of the appropriate financial, material, equipment, facility, personnel, ability, expertise and experience necessary to meet all procurement requirements. The County will also seek firms with the following qualifications - o at least ten (10) years of experience in providing services of a similar scope and size o Experience with projects over 60 kWdc o Experience with prevailing wage compliance o Experience with federal grant-funded projects and requirements o NABCEP-certified project manager on staff SECTION 5 - SCOPE OF WORK Genesee County is seeking proposals from qualified Design-Build firms for the design, engineering, and construction of a photovoltaic solar canopy project. The project will be located at Genesee County Animal Control, 4351 Pasadena Ave, Flint, MI 48504. The goal of the project is to reduce energy costs for the facility and create a shaded area for Animal Control dog runs which are approximately 4,030 square feet (perimeter of 270 feet). The successful contractor shall submit a proposal that provides a turnkey photovoltaic solar canopy system including all labor, materials, tools, and equipment necessary to design, engineer, and install the project. Additionally, the selected contractor shall provide a calculation of rate of return, cost savings, and all applicable tax rebate incentives obtained from implementing the solar array as well as training for staff who will be maintaining the system. Project Requirements o Site plan Contractor shall provide a site plan that clearly identifies the best combination and layout of photovoltaic cells for desired coverage of the project site. Contractor should clearly identify total coverage area, ground disturbance, positioning in relation to existing dog-run structure, and canopy height within the site plan. Contractor shall provide specifications including certified drawings and calculations of the ground-mounted structure for permit approval. o Photovoltaic cell specifications Contractor shall coordinate with Genesee County Facilities and Operations staff on the specifications of the photovoltaic cells. o Infrastructure updates Contractor will be responsible for full integration of the new photovoltaic solar system into the existing utilities of the building. Contractor will be responsible for cooperation with the utility company for interconnection of this project. Contractor will provide information necessary to the utility company for completion of this project in the correct manner. Contractor will clearly communicate tree removal, building modifications (including dog-run), and other applicable changes to the County before commencement of the project. o Effects Contractor will be available for questions and concerns regarding the status of the project as it pertains to animal and employee health. o Training Contractor shall provide on-site training to Genesee County employees for upkeep of the solar canopy, its functionality, and general maintenance. o Lifespan of the system Lifespan of the system and suggested decommissioning plan shall be provided by the contractor. System specifications o Ground-mounted system to cover entire area of the dog runs o System Capacity: minimum 60kW, up to 80 kW o Engineered steel shade structures to fully cover the dog runs General o Shall submit a proposal which will encompass a timeline (with milestones) for all deliverables. o Shall coordinate with Facilities and Operations staff to ensure that, during construction, the dog runs will be available for use in some capacity Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Maintenance Bond 100 % - Payment Bond 100 % Genesee County reserves the right to reject any and all proposals received in response to this RFP.
