The Village seeks a Contractor to deliver comprehensive landscape maintenance services. Landscape maintenance includes limited mowing, trimming, edging, planting, fall and spring cleaning, sod restoration, snowplow damage repair, minor tree trimming, and watering. Detailed scope of work and landscaping locations can be found in referenced exhibits. Contractor shall provide personnel who are competent, capable, courteous, and qualified. Contractor personnel must be able to speak and understand English. If an employee fails to perform satisfactorily, the Contractor must immediately replace them upon notice from the Village. Any personnel change initiated by the Contractor must be discussed with the Village, which holds final determination on personnel changes. The bid should demonstrate that the proposed manpower level can reasonably be expected to meet or exceed requirements, with a minimum working crew of two persons assigned to the Services. No subcontracting is permitted for regular daily services. Subcontracting may be permitted for specialty services and must be pre-approved. Bids must be submitted in a sealed envelope marked as specified and addressed accordingly. It is the sole responsibility of respondents to ensure delivery by the stated deadline. Each bid must include all required documentation. Any exceptions to specifications must be clearly stated in writing on the bid sheet. Any exceptions may cause disqualification. Bid pricing must remain firm for the term of the agreement, with a not-to-exceed all-inclusive price proposed. The selected Contractor must comply with indemnification, hold harmless, and insurance requirements as outlined. Minimum insurance levels are specified for general liability, property damage, employer liability, bodily injury, automobile liability, and worker’s compensation. All insurance coverage must meet specified requirements, be primary to any coverage carried by the Village, and include the Village and its officials as additional insureds. Certificates and endorsements must be provided and approved before work commences. Bidders are expected to provide evidence of requisite experience, ability, resources, and staffing. Bids should include the resume of the firm, location, references, and a description of similar projects and experience. The Village reserves the right to negotiate specifications, terms, and conditions as necessary to accomplish the purpose of the bid and to select the most advantageous bid based on quality, reliability, capability, reputation, and expertise. The agreement is for one year and may be renewed for two additional one-year periods, subject to acceptable performance and mutual agreement.
