The City of Hoquiam invites bids for the 2026 tree planting services contract. The project consists of planting approximately 40,000 tree seedlings, including transporting the seedlings, on about 100 acres of recently logged forestland in the Hoquiam City Watershed. Sealed bids must be received at the Office of the Finance Director, Hoquiam City Hall, until 10:00 am on Monday, February 3rd, 2026, at which time they will be publicly opened and read aloud. Bids received after the deadline will not be accepted. Each bid must be accompanied by a bid proposal deposit in the form of a certified or cashier's check payable to the City of Hoquiam, in an amount not less than 25% of the bid amount; no bid will be considered unless accompanied by such deposit. Should the successful bidder fail to enter into the contract within ten days of notification, the bid proposal deposit will be forfeited to the City. The contractor must utilize the Federal E-Verify program to confirm that each employee and any subcontractor's employee working on the project is legally authorized for employment in the United States. Certification of E-Verify enrollment and use is required before the city issues a notice to proceed. For H2B visa workers, visa documents may be submitted instead of I-9 documents. The City reserves the right to reject any or all bids, waive informalities, and select the lowest responsible bidder. Bidders are advised to examine the planting units and to read and understand the bid package prior to bidding. The contract requires a 25% Bid Bond with the bid and a 25% Performance Bond at contract signing. All work must be completed by April 15th, 2026. The watershed is gated; contact the City Forester to schedule a visit to the planting units.
