The City of New Westminster is seeking qualified Archaeological Services firms to create a shortlist of suppliers for projects approved within the next five years. The consultant should be a professional archaeologist registered with the British Columbia Association of Professional Archaeologists (BCAPA), capable of directing fieldwork in the region and holding a provincial permit. The required experience includes the Heritage Conservation Act, archaeological assessments and studies, developing policies or protocols for construction and maintenance projects, and field services related to archaeological finds and monitoring. Tasks may include mapping cultural heritage sensitivity, preliminary assessments for civic projects involving ground disturbance, archaeological overview assessments, field reconnaissance studies, GIS mapping and analysis, permitting with First Nations, preparation of chance find management procedures, extensive archaeological assessments and resource management, site protection, heritage alteration and investigation permits, emergency impact management, field services and site monitoring, emergency call out services for accidental discoveries, and project-related engagement with First Nations. Reports may include technical memorandums, letter reports, executed permits, daily field memos, and inspection reports. Instructions to bidders include the completion and electronic submission of responses via the City's Bids and Tenders online portal. Submissions must provide a company profile, key employee bios and experience, project examples from the past five years, responses demonstrating business processes related to the business requirements, and information on value add, social, and sustainability initiatives. Bidders should also review and comply with the City's RFx Process and General Requirements, acknowledge receipt of all addenda, and ensure compliance with the Living Wage Employer Declaration.
