Work includes furnishing all labor, materials, and equipment necessary to complete work on the Borough's water, sanitary sewer, or storm sewer utilities, which may include general utility repair to the water distribution system and sanitary sewer collection system, or stormwater collection system, on an On-Call and scheduled basis. The work is located within the Borough and includes site work and general construction. The Borough intends to create a pool of up to three contractors for Emergency Call-Out, Critical Call-Out, and Scheduled Work. Contractors must have headquarters within a 30-mile radius and be able to respond to Emergency Call-outs within two hours, Critical Call-outs within three calendar days, and Scheduled Work within twenty calendar days, unless otherwise agreed. On-call services are for a period of two years. Bids must be submitted on provided forms in sealed opaque envelopes, bearing the name and address of the bidder and the project name. Each bid must be accompanied by a Non-Collusion Affidavit and a bid bond or certified check for not less than ten percent (10%) of the bid amount, not exceeding $20,000 nor less than $500. Bidders must submit a copy of their Business Registration Certificate and comply with all legal requirements as set forth in the bidding documents and Instructions to Bidders. Bid documentation must be obtained only from the Borough Engineer by registering and paying the required fee. Failure to follow procedures for registration and documentation will result in rejection of the bid. The Borough reserves the right to reject any or all bids or accept a bid which best serves its interest.
