This project is funded in part by DCED's CDBG Program. Davis-Bacon Act minimum wages, Build America, Buy America (BABA) requirements, and goals of 5% minority and 3% female participation apply. Bidders must document MBE/WBE and Section 3 solicitations on Form STD 286. Minority- and woman-owned contractors are encouraged to bid. See Section 00900 - General Conditions Part II - Federal Requirements. A certified check or 10% bid bond payable to the Borough is required. Bidders must submit the Non Collusion Affidavit. The successful bidder must furnish performance and payment bonds (100% of Contract Price) and provide required insurance and qualification documentation. Bonds must be executed by sureties listed in U.S. Treasury Circular 570. No bids may be withdrawn except as allowed under Act No. 4 (Senate Bill 793). The Borough reserves the right to reject any or all bids or waive informalities. Bids must remain open 60 days from opening. Work includes removal and replacement of the existing roof at the Community Center, 220 North Jefferson St., Punxsutawney, commencing Spring 2026. Question Deadline 01/30/2026 All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda, mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered.
