**As of March 13, 2026, this project has not yet been awarded. A timeline for the award has not yet been established.** This project consists of upgrades to the existing Village of Alfred Wastewater Treatment Plant. The project includes upgrades to the sand filters, including actuated valves, linear actuators, and electrical and control upgrades. Bids will be received for a single prime contract on a lump sum basis. Only bidders receiving bid documents from the issuing office will be allowed to submit a bid to be considered for award. Bidders must submit written Requests for Information by the indicated deadline. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed in the State of New York in the amount of not less than five percent of the bid. The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds, each in the amount of one hundred percent of the contract amount. All bids must be accompanied by the contractor's Certificate of Registration and will be binding for 45 days after the bid opening date. Compliance with Executive Orders 11246 and 11375 prohibiting discrimination, meeting all appropriate State and Federal standards and regulations, and execution of a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York are required. Bidders must comply with the Iran Divestment Act of 2012. The project has a goal of 20% New York State certified MWBE participation. The Village is exempt from state and local sales tax for materials, equipment, and supplies sold for this contract. The Village of Alfred reserves the right to reject any and all bids and to waive any informalities in them.
